Credit for cleaning-up the coastal zone
The government approved the draft-law “For the ratification of the Credits for Development Agreement between the Albanian Council of Ministers and International Development Association (IDA), for the integrated management and cleaning-up of the coastal zone project”.The total cost of the project is 11.700.000 SDR and it will be co-financed by IDA, Dutch Government, European Community, Japanese Government, Austrian Government, GEF and the Albanian Government. The general objective of the project is to protect natural resources and cultural treasures of the Albanian coast and to promote their sustainable and development management, which will be accomplished in two phases. The first phase will be focused on the preparation, compilation and implementation of the legal frame and policies that support the Integrated Management of the Coastal Zone. This phase will contribute to the development of a sustainable tourism, improvements of environmental conditions, improvement of the life quality, protection and revival of the cultural and architectural heritage of southern coastal communities. Also, it will be aimed the reduction of risks for the health of the communities around the hotspot of Porto Romano. The duration of this phase will be from September 2005 until August 2009. The second phase of the project will develop further the institutional legal and regulator capacities of the integrated management and it will enhance the regulator and sustainable development of tourism, with the intention to transform it into a mean of economic growth. This phase will extend to a considerable level the support on the coastal infrastructure, the management of protected areas, protection/rehabilitation of polluted areas and also the extension of the sustainable development of the communal tourism. In the same time, this phase will stimulate further public and private partnerships. Particular supportive fields in the frame of the second phase will be defined during the first phase. The duration of this phase will be from January 2009 until August 2012. The components of the project are: establishment of institutional political capacities for the integrated management of the coastal zone.
