Serbia: White List "Feasible" by End of Year

The Serbian government has done its utmost to enact necessary laws for Serbia to accede to the Schengen "white list" by the end of 2009, says the European Integration Office. European Integration Office Director Milica Delevic told B92 that a special migration management strategy and three action plans were required to conclude this process.


She stressed that besides adopting the laws, the manner in which they were adopted was also critical.


"The time frames that our officials have been mentioning fit into the time frames quoted by European officials. Commissioner [Olli] Rehn also said that getting on the Schengen white list was feasible by the end of the year," said Delevic.


She said the head of the European Commission delegation in Belgrade had also hinted at this possibility by the end of the year.


"I think we need to focus now on completing everything that remains while we wait for the report, to help create the impression that we've created a predictable climate, and that we have a good capacity to apply these laws," explained Delevic

Coordinator of the Forum for Inter-Ethnic Relations Dušan Janjić says that were Serbia to reach the Schengen white list it would have to enable freedom of movement for all people across its borders, and propose specific solutions to the problem of freedom of movement for Kosovo Albanians across its territory to the European Commission.

Therefore, Belgrade has to decide whether and under what conditions to issue Kosovo Albanians biometric passports, as, in his opinion, the problem of non-recognition of Kosovo passports in Serbia could escalate even before accession to the white list is sealed.

Janjić believes that that is the price that Serbia has to pay as, under the Constitution, Kosovo is part of its territory, adding that as many as 200,000 Albanians, who formerly owned Yugoslav passports, could be expected to apply for the new biometric passports as long as the issue of recognition of Kosovo passports throughout the world remained unresolved.

Agron Bajrami, the editor-in-chief of Priština daily Koha Ditore, confirmed to Danas that he had information that certain officials in Brussels were warning the Serbian authorities that issuance of passports to people from Kosovo in centers in Serbia was illegal and could affect the visa liberalization process.

Serbian negotiators told Danas that European Commission officials had said that Serbia had to issue passports to all its citizens and that that issue did not constitute a problem for the time being.
