The Habsburg state in WWI was the first nation to have a "Ministry of Social Welfare" under it's last Emperor Karl I. Blessed Karl was heavily influenced by Catholic social doctrine, and he prioritised rights for workers and protection of the poor.
The Habsburg Monarchy was among the first states way back in the 19th Century to implement worker protections such as Mandatory Sunday Rest, sickness and injury insurance, and workplace safety measures.
Their sucessor Karl von Habsburg also is a firm believer in Catholic Social Doctrine and that the state must protect the poor.
