Die Republik Zypern will trotz Einwänden aus der Türkei mit der Erkundung von Kohlenwasserstoffen in ihrer ausschließlichen Wirtschaftszone beginnen.
Wie der zypriotische Präsident Dimitris Christofias sagte, soll das Unternehmen Noble Energy in der nächsten Zeit Explorationsbohrungen aufnehmen.
Ihm zufolge versucht Ankara die Erschließung von zypriotischem Öl und Gas zu verhindern. Die Türkei „stellt die souveränen Rechte der Republik und die äußeren Bedrohungen ihr und ihren Partnern gegenüber in Zweifel“. Diese Politik der Türkei sei „unzulässig, muss verurteilt werden“ und schaffe Spannungen im östlichen Mittelmeerraum.
Zypern habe diese Aktionen Ankaras bereits bei der Uno und den Mitgliedsländern des Sicherheitsrates angefochten, sagte Christofias.
Die Regierung in Ankara will die gesamte Republik Zypern nicht anerkennen und hat in der eigens ausgerufenen türkischen Republik Nordzypern ihre Truppen stationiert. RIA Novosti

The big game started: “Homer” goes to “Aphrodite”!

The Noble Homer Ferrington drilling rig started slowly its 100 nautical miles (185 km) route from the drilling point at NOA block of Israel, towards the Cypriot drilling position in block “Aphrodite”. Noble Energy has given the green light and the moving process started yesterday afternoon by lifting its anchors with the help of the Norwegian – carrying the flag of the Bahamas – newly built special support board Skandi Saigon.
The green light was given at the end of the meeting in the Presidential Palace under the President of the Republic and the participation of Ministers of Finance, Interior and Commerce, who formally decided to begin drilling. Thus the important decision to relocate the drilling rig to “Aphrodite” starts essentially one week before the date previously announced (September 21), and certainly well before the beginning of October which was the official date that the drilling would begin.
It is expected that the rig will arrive at the coordinates set today. The process of stabilization using underwater robots will begin immediately in order to start the test drilling very soon. The first helicopter that will serve the rig arrived yesterday morning at Larnaca airport, where it will be stationed for the next three days. On Saturday it will be re-stationed at the helipad of the Cypriot company EDT Offshore which servers with its special vessels the platforms in Cyprus and Israel.
This American-registered twin engine type Bell412 helicopter, operated by Israeli crews, is capable of carrying 15 persons to and from the platform. According to information of “Phileleftheros”, the first flight from Larnaca airport to the Noble Homer Ferrington rig will be conducted on Friday. The first team of staff is ready for the flight on Friday to the platform.
According to information of “Phileleftheros”, Noble Energy, has prepared three different scenarios for action in the event of an escalation of Turkish threats, so that it will be ready for action according to the developments. For now there are no disturbing movements, but everyone is watching closely the developments in Cyprus and Israel and particularly the movements of naval vessels in the region.
However, while Israel, in all cases of stabilizing rigs for investigations in its Exclusive Economic Zone, had previously issued instructions to all ships, prohibiting sailing – except for platform’s support ships – within three to five kilometers around the rig, Cyprus has not yet issued such a directive. “Phileleftheros” contacted the Director of the Department of Merchant Shipping Sergius Sergius, who explained that there the Department is ready to issue Notices to Mariners. 25% reduction in “Block 12″
Yesterday, immediately after the meeting at the Presidential Palace and just before the drilling rig started to lift its anchors, the Minister of Commerce signed the extension of the agreement between Cyprus and Noble Energy, extending the original agreement signed in 2008 with her predecessor Antonis Paschalidis. The original agreement between Cyprus and Noble Energy, for research in “Block 12″, including the exploratory drilling, had three years duration and provides for two biennial renewals. The first renewal was signed yesterday and provides – through terms of the original contract – that in the first biennial renewal, the size of “Block 12″ is reduced by 25%. So, Noble returns to the Republic a part of the “Block” which obviously will not use, enabling the Republic to include it to another authorization if appropriate. 25% reduction of the “Block” is also considered for the second renewal, in case the exploitation of deposits will not have started until then.
Initial inspection by C. Fytiris
According to information of “Phileleftheros” the Head of the Coordination Centre for Research and Rescue Costas Fytiris will board in one of the first flights of Israeli helicopters from the port of Limassol to the drilling platform. This is about an inspection process for conditions regarding the approach to the platform, and all the procedures provided for research and rescue.
Other reports indicate that during the last visit of Foreign Minister Erato Kozakou Marcoullis in Tel Aviv, Cyprus and Israel worked on processes for research and rescue in relation to the intense activity in the region. According to information of “Phileleftheros” Cyprus and Israel are close to signing an agreement on this issue. Some operational details are only pending on the part of Israel. It is worth noting that the fields of Israel, like Leviathan, are within the range of Cyprus’ responsibility for research and rescue.

Έφτασε σήμερα το πρωί το πλωτό γεωτρύπανο Ηomer Ferrington της αμερικανικής εταιρείας Noble Energy International στο σημείο της κυπριακής Αποκλειστικής Οικονομικής Ζώνης που η εταιρεία θα πραγματοποιήσει τις γεωτρήσεις.
Από το μεσημέρι ξεκίνησαν οι διαδικασίες για την σταθεροποίηση του γεωτρύπανου οι οποίες υπολογίζονται να διαρκέσουν δύο με τρεις μέρες. Όπως εκτιμάται στις αρχές της ερχόμενης εβδομάδας και πιθανό τη Δευτέρα αναμένεται να είναι έτοιμη η Noble για την έναρξη της πρώτης γεώτρησης.
Σύμφωνα με πληροφορίες θα χρειαστούν 70-90 ημέρες από την στιγμή που θα ξεκινήσει η γεώτρηση για να υπάρξουν τα πρώτα αποτελέσματα, οπότε ακόμα και πριν από το τέλος του χρόνου η κυπριακή κυβέρνηση θα γνωρίζει την κρύβεται στο οικόπεδο «Αφροδίτη».

Δυστυχώς έχουμε ραγδαία επιδείνωση της κατάστασης ασφάλειας στην Ανατολική Μεσόγειο από την περιοχή της Ρόδου μέχρι σχεδόν τις ακτές του Ισραήλ με επίκεντρο το σημείο εγκατάστασης της πλατφόρμας «Ηomer Ferrington» της Noble Energy στο "Οικόπεδο 12" της κυπριακής ΑΟΖ.
Στην περιοχή που ορίζεται από το τρίγωνο Ρόδου - Μεγίστης, του σημείου που έχει "δέσει" η πλατφόρμα του γεωτρύπανου (με άνδρες των ισραηλινών ειδικών δυνάμεων με πολιτική ενδυμασία επάνω) και της Αττάλειας στην Τουρκία εξελίσσεται εδώ και λίγες ώρες η πρώτη αναμέτρηση των τριών χωρών με εφαρμογή ηλεκτρονικών αντιμέτρων (ECM) και αντι-αντιμέτρων (ΕCCM). Ταυτόχρονα παρατηρείται μια άνευ προηγουμένου συγκέντρωση δυνάμεων κυρίας αεροσκαφών ηλεκτρονικής αναγνώρισης και UAV σε πρώτη φάση πρακτικά από όλες τις εμπλεκόμενες πλευρές.
Σήμερα το πρωί, τουρκικά μαχητικά και αναγνωριστικά αεροσκάφη, πέταξαν από την Τουρκία ανατολικά της Κύπρου και μετά κατευθύνθηκαν νοτιοδυτικά μέχρι ανοικτά της Αμμοχώστου, χωρίς να πλησιάσουν περιοχές των κυπριακών θαλάσσιων πεδίων στα νότια, παραβιάζοντας φυσικά, ανενόχλητα τον κυπριακό εναέριο χώρο.
Τουρκικά μαχητικά F-16 και αναγνωριστικά αεροσκάφη F-4, ισραηλινά αεροσκάφη ηλεκτρονικού πολέμου Phalcon και δεκάδες ελικόπτερα πετούν στον ευρύ αυτό θαλάσσιο χώρο.
Ενεργό ρόλο στην φύλαξη της πλατφόρμας έχει αναλάβει και η ηρωική κυπριακή Εθνοφρουρά που με τις μικρές δυνάμεις της υπερασπίζει για άλλη μια φορά τον κυπριακό Ελληνισμό και τα δικαιώματά του: Δύο ελικόπτερα της Εθνικής Φρουράς με βάση το αεροδρόμιο Λάρνακας έχουν αναλάβει την φύλαξη της πλατφόρμας και εν ανάγκη την μεταφορά ενισχύσεων στους Ισραηλινούς, από ειδική ομάδα των ειδικών δυνάμεων που έχει συγκροτηθεί για τον σκοπό αυτό.
Την ίδια ώρα, αεροσκάφη ηλεκτρονικού πολέμου του Ισραήλ, πετούν στην περιοχή και κατά μήκος της γραμμής που χωρίζει τις ΑΟΖ Κύπρου και Ισραήλ, σε ύψος πέραν των 40.000 ποδών.
Σύμφωνα με πληροφορίες το Ισραήλ έχει εμπλέξει στην περιοχή τουλάχιστον UAV τύπου HALE (High Altitude Long Endurance) Eitan γνωστά και ως Heron TP τα οποία πετούν σε ύψος 40.000 ποδών και έχουν αυτονομία 36 ωρών. Διαθέτουν όλα τα συστήματα εκείνα που επιτρέπουν στους Ισραηλινούς να επιτηρούν όχι μόνο την ακριβή τοποθεσία εγκατάστασης του τρυπανιού της Noble Εnergy αλλά και όλης της γύρω περιοχής έτοιμα να ειδοποιήσουν το κέντρο επιχειρήσεων των ισραηλινών για πιθανή προσέγγιση τουρκικών σκαφών.
Τα συστήματα αυτά απαρτίζονται κάμερες ημέρας, θερμικές, ραντάρ SAR για ναυτική παρακολούθηση και Inverse SAR για την παρακολούθηση σκαφών επιφανείας απλώνοντας ένα δίχτυ προστασίας γύρω από την πλατφόρμα. Εάν τα τουρκικά σκάφη επιχειρήσουν να προσεγγίσουν την περιοχή, οι Ισραηλινοί θα το γνωρίζουν ώρες πριν καθώς η εικόνα και τα δεδομνένα του Eitan φτάνουν σε πραγματικό χρόνο στα κέντρα επιχειρήσεων των Ισραηλινών.
Ταυτόχρονα η ισραηλινή Αεροπορία έχει εμπλέξει ένα τουλάχιστον G500 SEMA (Special Electronic Mission Aircraft) το οποίο μπορεί να παρακολουθεί όλη την ηλεκτρονική «κίνηση» στο Η/Μ φάσμα από επικοινωνίες έως και τα σήματα ραντάρ που μπορεί να προέρχονται από και σειρά αισθητήρων και δη ναυτικών σε σκάφη επιφανείας.
Επίσης έχουν διατεθεί από ισραηλινής πλευράς αεροσκάφη C-12 Jamint-2U COMINT/COM Jammer με καθήκοντα ελέγχου επικοινωνιών που συνίστανται στην υποκλοπή και τις παρεμβολές.
Η Τουρκία αν και δεν έχει πλησιάσει ακόμη την περιοχή των κυπριακών πεδίων εντούτοις με πτήσεις αεροσκαφών ηλεκτρονικού πολέμου και ναυτικής συνεργασίας CN-235MPA, CN-235-100, C-130B με εξοπλισμό SIGINT-ELINT και C-160T έχει ξεκινήσει ένα όργιο παρεμβολών στην περιοχή μεταξύ όδου και Καστελόριζου.
Ειδικά τα αεροσκάφη ηλεκτρονικής παρακολούθησης CN-235 M-100 ELINT Milsis-2U/Radar ED κάνουν πολύ "δουλειά", προσπαθώντας να αποκόψουν ηλεκτρονικά τη Μεγίστη από την Ρόδο.
Αν και τα τουρκικά CN-235 M-100 είναι εξακριβωμένο πως επιχειρούν στην περιοχή δεν συμβαίνει το ίδιο και με τα C-160 ελέγχου επικοινωνιών ( Jamint -2U COMIINT/com-jammer) και τα 2 C-130B SIGINT/ELINT της τουρκικής Αεροπορίας που διαθέτουν με ειδικές παλέτες όπως συμβαίνει και με αντίστοιχη διαμόρφωση για τα C-130 της ΠΑ.
Πληροφορίες αναφέρουν πως η τελευταία έχει μετακινήσει το σύνηθες ίχνος των περιπολιών των ΕΜΒ-145Η ΑΣΕΠΕ «νοτιότερα και ανατολικά» καθώς ελλείψει ενός αεροσκάφους ΑΦΝΣ έχουν επωμιστεί την αποστολή επιτήρησης της τουρκικής ναυτικής δύναμης. Και τα ΕΜΒ-145 έχουν εκτεταμένες δυνατότητες παρακολούθησης σημάτων στον Η/Μ «χώρο» πραγματοποιώντας ELINT και COMINT, το τελευταίο για τον έλεγχο και υποκλοπή επικοινωνιών.
Να σημειωθεί ότι το ραντάρ των αεροσκαφών Erieye PS-890 εκτός από εναέρια ίχνη είναι ικανό να εντοπίζει και σκάφη επιφανείας έως και πυραυλακάτους.
Ταυτόχρονα όλα τα πλοία και τα αεροσκάφη που σκοπεύουν να περάσουν από την Ανατολική Μεσόγειο, όπως και οι ναυτιλιακές και αεροπορικές Αρχές σε πολιτικό και στρατιωτικό επίπεδο σε όλες τις χώρες, έχουν ενημερωθεί ότι απαιτείται να κινούνται σε απόσταση μεγαλύτερη των 5 ν.μ. από την πλατφόρμα της Noble Energy.

Διαθέτουν όλα τα συστήματα εκείνα που επιτρέπουν στους Ισραηλινούς να επιτηρούν όχι μόνο την ακριβή τοποθεσία εγκατάστασης του τρυπανιού της Noble Εnergy αλλά και όλης της γύρω περιοχής έτοιμα να ειδοποιήσουν το κέντρο επιχειρήσεων των ισραηλινών για πιθανή προσέγγιση τουρκικών σκαφών.
Τα συστήματα αυτά απαρτίζονται κάμερες ημέρας, θερμικές, ραντάρ SAR για ναυτική παρακολούθηση και Inverse SAR για την παρακολούθηση σκαφών επιφανείας απλώνοντας ένα δίχτυ προστασίας γύρω από την πλατφόρμα. Εάν τα τουρκικά σκάφη επιχειρήσουν να προσεγγίσουν την περιοχή, οι Ισραηλινοί θα το γνωρίζουν ώρες πριν καθώς η εικόνα και τα δεδομνένα του Eitan φτάνουν σε πραγματικό χρόνο στα κέντρα επιχειρήσεων των Ισραηλινών.
Ταυτόχρονα η ισραηλινή Αεροπορία έχει εμπλέξει ένα τουλάχιστον G500 SEMA (Special Electronic Mission Aircraft) το οποίο μπορεί να παρακολουθεί όλη την ηλεκτρονική «κίνηση» στο Η/Μ φάσμα από επικοινωνίες έως και τα σήματα ραντάρ που μπορεί να προέρχονται από και σειρά αισθητήρων και δη ναυτικών σε σκάφη επιφανείας.
Επίσης έχουν διατεθεί από ισραηλινής πλευράς αεροσκάφη C-12 Jamint-2U COMINT/COM Jammer με καθήκοντα ελέγχου επικοινωνιών που συνίστανται στην υποκλοπή και τις παρεμβολές.
Η Τουρκία αν και δεν έχει πλησιάσει ακόμη την περιοχή των κυπριακών πεδίων εντούτοις με πτήσεις αεροσκαφών ηλεκτρονικού πολέμου και ναυτικής συνεργασίας CN-235MPA, CN-235-100, C-130B με εξοπλισμό SIGINT-ELINT και C-160T έχει ξεκινήσει ένα όργιο παρεμβολών στην περιοχή μεταξύ όδου και Καστελόριζου.
Ειδικά τα αεροσκάφη ηλεκτρονικής παρακολούθησης CN-235 M-100 ELINT Milsis-2U/Radar ED κάνουν πολύ "δουλειά", προσπαθώντας να αποκόψουν ηλεκτρονικά τη Μεγίστη από την Ρόδο.
Αν και τα τουρκικά CN-235 M-100 είναι εξακριβωμένο πως επιχειρούν στην περιοχή δεν συμβαίνει το ίδιο και με τα C-160 ελέγχου επικοινωνιών ( Jamint -2U COMIINT/com-jammer) και τα 2 C-130B SIGINT/ELINT της τουρκικής Αεροπορίας που διαθέτουν με ειδικές παλέτες όπως συμβαίνει και με αντίστοιχη διαμόρφωση για τα C-130 της ΠΑ.
Πληροφορίες αναφέρουν πως η τελευταία έχει μετακινήσει το σύνηθες ίχνος των περιπολιών των ΕΜΒ-145Η ΑΣΕΠΕ «νοτιότερα και ανατολικά» καθώς ελλείψει ενός αεροσκάφους ΑΦΝΣ έχουν επωμιστεί την αποστολή επιτήρησης της τουρκικής ναυτικής δύναμης. Και τα ΕΜΒ-145 έχουν εκτεταμένες δυνατότητες παρακολούθησης σημάτων στον Η/Μ «χώρο» πραγματοποιώντας ELINT και COMINT, το τελευταίο για τον έλεγχο και υποκλοπή επικοινωνιών.
Να σημειωθεί ότι το ραντάρ των αεροσκαφών Erieye PS-890 εκτός από εναέρια ίχνη είναι ικανό να εντοπίζει και σκάφη επιφανείας έως και πυραυλακάτους.
Ταυτόχρονα όλα τα πλοία και τα αεροσκάφη που σκοπεύουν να περάσουν από την Ανατολική Μεσόγειο, όπως και οι ναυτιλιακές και αεροπορικές Αρχές σε πολιτικό και στρατιωτικό επίπεδο σε όλες τις χώρες, έχουν ενημερωθεί ότι απαιτείται να κινούνται σε απόσταση μεγαλύτερη των 5 ν.μ. από την πλατφόρμα της Noble Energy.

Israel and Greece have invoked the mutual defense pact they signed secretly only 12 days ago in the light of heavy Turkish sea and air movements in the eastern Mediterranean. DEBKAfile’s sources report that this was decided in a long nocturnal phone conversation Wednesday night Sept. 14 between the Israeli and Greek prime ministers, Binyamin Netanyahu and George Papandreou, and at Israel’s expanded cabinet of eight, which was called into session over the Turkish threat to its off-shore oil and gas rigs.
The Greek Prime Minister added to the information recorded so far on Turkish fleet movements in the Aegean and Mediterranean Seas. He was particularly concerned by the observation flights suddenly increased in the past 48 hours over the Greek island of Kastelorizo in the southeast Mediterranean just two kilometers from the Turkish coast. Those flights are escorted by Turkish combat jets.
Athens fears a Turkish attack on the island, whose population is fewer than 1,000, and an attempt to damage or seize it. Israel suspects that a Turkish attack on the Greek island will be the signal for Turkish military aggression against its oil and gas platforms located in the Mediterranean between Israel and Cyprus. Papandreou said the Turks are capable of surprise attacks on additional Greek islands near the Turkish coast.
Ankara would be acting on the pretext that Israel and Cyprus have no right to mark out and exploit the gas and oil zones of the eastern Mediterranean – a fuel-rich region known as Block 12 – without the consent of Turkish Cyprus (the Turkish Republic of North Cyprus – TRNC). Turkey also backs Lebanon’s complaint that Israel is robbing it of its natural resources. Talks between Lebanon and Cyprus to resolve this issue broke down. Beirut refuses any discussion with Israel.
Neither Jerusalem nor Athens has disclosed in what way they have invoked the new defense pact.
DEBKAfile’s military sources surmise that in the first stage, Israeli navy and air forces are to be posted at Greek Mediterranean bases. The two intelligence agencies are already sharing input.
Up until now, Israel could only respond to a Turkish threat from its own borders. With a presence at Greek military bases, Israel will be able to operate from the rear of Turkish forces in the event of an attack by those forces in the Mediterranean.
Monday, Sept. 12, Ankara dictated conditions for Israel to obey in order to keep its navy afloat free of Turkish aggression:
1. Israel vessels are prohibited from taking action against Turkish ships heading for the Gaza Strip. Prime Minister Tayyip Erdogan has declared “null and void” the UN report confirming the legality of Israel’s blockade of Gaza.
2. Israeli warships crossing the 12-mile line bounding its territorial waters will be challenged by Turkish warships, which are instructed to approach them to within 100 meters and “disable their weapons.”
This threat covers not only shipping bound for Gaza but also Israel’s oil and gas drilling platforms which are more than 60 miles out to sea.
Israel’s political and military spokesmen have been trying hard to downplay the Turkish menace. On Wednesday, Sept. 14, they brushed aside reports of Turkish naval and air movements in the eastern Mediterranean. After the cabinet of eight’s meeting, the official line was that Israel is practicing “restraint in contrast to Turkish wildness” and they should be given time to cool down. In any case, the US and NATO were closely monitoring the crisis Ankara is generating with Israel, Greece and Cyprus, and won’t let it degenerate into Turkish military action.
But both Israel and Greece appear to know better: They decided to invoke their mutual defense pact – not before obtaining a green light from Washington – because they believe the Turkish threats indicated by its military movements are real and tangible.

Turkey and Turkish Cyprus have completed preparations for a retaliatory agreement for their own oil and gas exploration efforts, a diplomatic source says. Greece immediately condemned the move
Turkey has warned that it will sign a continental shelf delimitation accord with Turkish Cyprus if Greek Cyprus proceeds with plans to start offshore drilling for oil and gas next month.
Such an agreement would designate areas in the eastern Mediterranean Sea where Turkey and northern Cyprus could launch their own oil and gas exploration projects.
Meanwhile, Greece on Thursday said Turkey should drop threats to Cyprus over the latter’s gas exploration plans. “Turkey is trying to escalate the tone... this is dangerous and it needs to stop,” foreign ministry spokesman Grigoris Delavekouras said.
“We hope that Turkey will behave soberly and will refrain from further raising tension...there needs to be stability in our area because we are in a very sensitive period,” Delavekouras said.
Turkish officials met Thursday with a Turkish Cypriot delegation to discuss the dispute with Greek Cyprus, which has been escalating in the background behind a crisis with Israel that has already prompted a Turkish decision to step up military presence in the East Mediterranean. “As a result of the meeting, it has been agreed that [Northern Cyprus] will conclude a continental shelf delimitation agreement if the Greek Cypriot administration proceeds with offshore drilling activities in the south of the island,” a Foreign Ministry statement said.
“We are determined to protect the rights of the Turkish Cypriots. They are not going to be spectators if the Greek Cypriots start to drill,” a senior Turkish diplomat told the Hürriyet Daily News.
‘Contract is ready’
All preparations for the delimitation agreement between Turkey and Turkish Cyprus have been completed and it will be signed “immediately” if Greek Cyprus starts exploration work, he said. A Turkish delegation, led by the Energy Ministry’s undersecretary, will go to northern Cyprus on Friday for further consultations on the issue. The delegation will include representatives from the General Directorate of Petroleum Affairs, the Turkish Petroleum Corporation and the Foreign Ministry. Turkey has repeatedly urged Greek Cyprus to suspend oil and gas exploration plans, arguing that such unilateral action would preclude Turkish Cypriot rights to the island’s natural resources.
