Kosovo takes steps to establish gendarmerie

Kosovo, which declared independence from Serbia in 2008, does not have a conventional army or border police but only a lightly-armed civil protection force, KSF. The international peacekeeping force, KFOR, and the EU Rule of Law Office Mission in Kosovo, EULEX, protect the country's borders and support its police and judiciary. For its part, KSF started a transition to a conventional military force in 2019.The gendarmerie will at a later stage function as a standalone institution within the interior ministry's structure, Svecla said in a Facebook post.
The decision comes as Kosovo prepares to hold early general election on June 7.
The establishment of a gendarmerie was one of the pledges of prime minister Albin Kurti, who has motivated it with security threats in northern areas near the border with Serbia.
Last month, a Kosovo court convicted three ethnic Serbs who live in Kosovo on terrorism charges over an armed assault on Kosovo Police in the village of Banjska in northern Kosovo in September 2023. The government of Kosovo has alleged involvement of the Serbian government in the incident. In November 2024, an explosion damaged a water canal in the northern municipality of Zubin Potok. Following the explosion, Kosovo Police said it had arrested two brothers found to be carrying identification cards from Serbia's Military Intelligence Agency.
Belgrade has denied any links to the incidents, framing them as attempts by the Kosovo government to create an anti-Serbian narrative.
Tensions between Kosovo and Serbia have been strained in the recent years, with European Union enlargement commissioner Marta Kos underlining the need for improved dialogue as a pre-condition for Kosovo's EU aspirations during a visit to Pristina last week.
The election of ethnic Albanian mayors in the northern municipalities in April 2023, after the Serbian party decided to boycott the vote, was met with protests by Serbs, resulting in the injury of 30 soldiers of the NATO-led international peacekeeping force in Kosovo, KFOR.
