Painter: Keeping Macedonia out of NATO is dangerous precedent

Painter stresses that NATO's central pillar - enlargement is not on the summit agenda, but if countries such as Macedonia, which has met all criteria and continuously contributes to collective security, is not allowed to become member, this weakens the main objective of the region - security, stability and prosperity.


Macedonia has met membership criteria, its rejection represents a dangerous precedent and incentive for keeping the NATO enlargement process hostage of bilateral disputes. Now is the time for the Alliance to fix this unjust decision from Bucharest, but Chicago should not be the only opportunity for the country's NATO entry, says Sally Painter, CEO at Washington-based "Blue Star Strategies".


"We should not wait for a miracle in Chicago. I always hope for the best for Macedonia, especially with regards to this issue. Four years have passed since Bucharest and the NATO summit in Chicago should not be the ultimate point or the only opportunity for Macedonia's NATO accession. Alliance doors remain open for your country and I hope to see Macedonia and other regional countries become members as soon as possible", Painter told Macedonian TV program "Porta".


According to her, it is clear that all NATO member-states, including Greece, agree that Macedonia has met the membership criteria, but the name row remains.


"Macedonia is 'de facto' a part of the Alliance, but the name issue is of concern for your southern neighbor and unfortunately Macedonia was did not join the Alliance in Bucharest. Was it fair - no, but you should not give up because of this. The United States and I believe all European countries want to see Macedonia as full-fledged NATO member as soon as possible, hoping this will occur at the Chicago summit", says the U.S. analyst.

"Now is the time for NATO to mend its unjust decision. It is clear that every European country that meets conditions and can contribute to the Alliance's security can become member. Macedonia easily meets both criteria. Macedonia's rejection represents a dangerous precedent for other regional rivalries, meaning that one country can indefinitely prevent the accession of another. This can serve as an incentive to hold the NATO enlargement process hostage to bilateral disputes", adds Painter.


The U.S. administration's position regarding Macedonia's NATO accession is clear - it wants to see the country in the Alliance, which was confirmed by Presidents Bush and Obama at the 2008 and 2009 NATO summits.


Pertaining to the possibility for destabilization on the Balkans, the Washington analyst believes the region is stable and has had no serious conflicts over the past decade, whereas all countries share excellent cooperation on security issues.


"There is no need to raise these issues, since the main goal of all Balkan states is NATO and EU integration. Macedonia has always been a leader in preservation of peace and reaching solutions through peaceful means. Therefore, I cannot see any threats for destabilization of your country or the region", says Painter.


With regards to last week's murder of five persons near Skopje, she expresses her shock and extends condolences to the victims' families, as well as conviction that state institutions will find and punish the perpetrators.


"It is unfortunate to hear such news, when five young people are killed while fishing. I am convinced that the Ministry of Interior is working hard on finding those responsible for this crime. There is no need for interethnic tensions, this is not something that people of morals and ethic would want to happen, regardless of race, color and ethnic background. Those involved in the murders deserve the heaviest penalty and I am sure justice will be served", underlines analyst Sally Painter.

Μία οργανωμένη και παχυλά χρηματοδούμενη προσπάθεια τεχνητής δημιουργίας "μακεδονικής μειονότητας" ανακόπηκε από το Διεθνές Δικαστήριο Ανθρωπίνων Δικαιωμάτων του Στρασβούργου, όταν το τελευταίο απέρριψε ομαδική προσφυγή Σκοπιανών, που υποστήριζαν ότι "κατάγονται από την Ελλάδα και τους έχει κατασχεθεί παράνομα η περιουσία τους" και ζητούσαν να επανακτήσουν την ελληνική ιθαγένεια και να τους επιστραφούν οι περιουσίες, που απώλεσαν μετά τον ανταρτοπόλεμο το 1949 και την φυγή τους!
Όλα αυτά εν μέσω της πρωτοφανούς εγκατάλειψης των εθνικών θεμάτων. ειδικά από το 2009 και μετά.
Το Δικαστήριο απέρριψε το αίτημα ως αναρμόδιο και παρέπεμψε τους Σκοπιανούς στα ελληνικά δικαστήρια ως αρμόδια για να κρίνουν επί της ουσίας την υπόθεση.
Το εντυπωσιακό που καταδεικνύει και το οργανωμένο της υπόθεσης είναι ο αριθμός των Σκοπιανών που προσέφυγαν κατά της χώρας μας: Περισότεροι από 7.000! Αρκετοί για να δημιουργήσουν πολιτικό πρόβλημα, αλλά και κοινωνικό πρόβήμα, αφού αφορά περιουσίες, σε περίπτωση που γινόταν δεκτό του αίτημά τους.

Πάντως σκοπιανά ΜΜΕ, υποστηρίζουν, πως μεγάλος αριθμός όσων προσέφυγαν στο Στρασβούργο, αδυνατούν να αποδείξουν τους ισχυρισμούς τους, αφού δεν διαθέτουν έγγραφα που να αποδεικνύουν πως κατάγονται από την Ελλάδα ή είναι κάτοχοι περιουσίας. Δηλαδή ούτε οι ίδιοι οι Σκοπιανοί είναι σε θέση να στηρίξουν τη "προσπάθειά τους" αυτή αφού δεν έχουν κανένα αποδεικτικό στοιχείο.

Πρόκειται στην μεγάλη τους πελιοψηφία για απόγόνους σλαβικής συνείδησης πρώην Ελλήνων πολιτών ή κομμουνιστών που με τη λήξη του ανταρτοπολέμου το 1949 κατέφυγαν στην τότε Γιουγκοσλαβία, προκειμένου να αποφύγουν την ελληνική δικαιοσύνη, αφού μεγάλο μέρος από αυτούς συνεργάστηκαν με δυνάμεις που στόχο είχαν την απόσπαση της Μακεδονίας από την ελληνική επικράτεια, εξυπηρετώντας τα σχέδια του Τίτο και του Στάλιν.

Ivanov: NATO to rethink its positions on Macedonia's membership
Skopje, 23 April 2012 (MIA) - Challenges of the modern era - global terrorism, proliferation of weapons of mass destruction, international organised crime are a threat for all of us. Therefore, we invest in our and in Europe's security. The Republic of Macedonia is continuously putting its troops at disposal to safeguard the values of freedom and democracy within the ISAF mission in Afghanistan.


This was stated by President Gjorge Ivanov at the fifth international conference "The role of active and reserve troops of the armed forces in supporting missions and tasks in the regional and global security environment in the 21st century", which was held Monday in Skopje.


It has been concluded many times so far, Ivanov said amongst other things, that our aspiration to join NATO has been formally hindered as a result of an absurd and imposed dispute.


"We are not content, but we are not discouraged either. Despite the discouragement, Macedonia won't leave the partnership. Despite the obstacle, we are still focused on our part of the obligations. The fairness of our responsible behaviour so far has been acknowledged with the judgement of the International Court of Justice. The verdict offers new, legal dimension and requires a fresh approach by all NATO members. This approach implies the judgement to be aboded by as well as the international law," the Macedonian President.


All of this, he added, means that NATO member countries need to rethink their positions regarding Macedonia's membership.


"To respect the judgement, international law and ultimately, the Interim Accord commands the Bucharest conclusion of 2008 to be reconsidered in Chicago in May," President Ivanov noted at the conference, organised by the Association of Veterans and Reservists, Defense Ministry and Macedonian Army-ARM's General Staff.


Establishing and maintaining ARM as an effective, efficient armed force prepared for the challenges of the 21st century is of great importance for the national security and requires large resources to be invested, Minister of Defense Fatmir Besimi said.


He reiterated that Macedonia's integration to NATO and EU are its strategic priorities.


"We have made big efforts in all spheres - political, economic, defense and security in meeting these goals. Our state has deserved to join NATO by fulfilling all of the membership criteria and also by meeting national reforms and contributing to international missions led by NATO, EU, UN and the United States," Besimi underlined in his address.


Macedonia in 2008, the Minister stated, had met all membership criteria and is fully prepared to take over its responsibilities and obligations belonging to a future NATO member.


Macedonia during its 20-year development as an independent state has been tirelessly working on forming and modernising the entire security system, according to him.


"ARM reservists are a powerful component, which in the future needs to be developed in compliance with reservists of the strongest NATO armies," he said.


"To meet the goals of interoperability and compatibility with NATO members is almost impossible without enabling the development of an active and reserve army structure that will be adequately trained with combat skills, capacities and knowledge to take part in different missions in Macedonia and abroad," said the Chief of ARM General Staff, General Major Goranco Koteski.


The conference was attended by active and retired ARM generals, security experts, top officials of the Defense Ministry and General Staff, guests from Albania, Bulgaria, Romania, Serbia, Croatia and Montenegro.

Parliament adopts declaration on Macedonia's NATO membership

Skopje, 25 April 2012 (MIA) - Members of Macedonia's Parliament adopted on Wednesday a declaration reaffirming the realisation of Macedonia's strategic goal for NATO membership.
The declaration, which has been proposed by VMRO-DPMNE and DUI, was endorsed by all MP groups, except by DPA.
The declaration, amongst other things, says that country's integration to NATO should be the main political determination, intention, objective and merit of all political parties, social stakeholders and citizens who affect the dynamics and quality of the process with their actions and share an obligation to contribute. It urges NATO's 'open doors' principle to be respected. The text underlines that the country has met all of the criteria and conditions for NATO membership. Macedonia remains committed to continuous reforms and support of peacekeeping missions aimed at securing global peace and democracy.
It calls on the legitimacy and legality of the United Nations and bodies formed by the world organisation to be respected. It also advocates international law and its norms to be respected and asks for the judgement of the International Court of Justice to be taken into consideration as well as its recommendations offering an objective account of the situations that affect the Euro-Atlantic integration of Macedonia and enabling a breakthrough to be made in the process and in establishing cooperation with neighbouring countries.
The document emphasises that fostering of neighbourly ties is of vital importance in enabling development of the region.
"Our goal is to constantly improve our mutual collaboration with the neighbours in the interest of country's citizens. With the declaration, we are reaffirming our commitment to and interest in finding a solution to the name issue under UN auspices - a solution that will not harm anybody," reads the text.
It highlights the importance NATO to focus its enlargement on the region. Support is also sought from member countries at the upcoming NATO summit in order a membership invitation to be extended to Macedonia and accession talks to be launched with the EU

And considering the NATO summit, some are concerned that this summit would be known as an enlargement summit. What is your opinion on this?

“On the one hand, I would not expect any new invitations at Chicago, so I am not arguing that we should be inviting countries to join NATO now. But what has happened, is the idea of enlargement, the idea of a Europe that is whole and free and a piece that includes everybody, is no longer under discussion. It is not part of the diplomatic dialogue, it is not vigorously on the table. Moreover, the one issue where we have an opportunity to push the idea of Europe holding free, Macedonia, we are not doing. Macedonia was blocked in the Bucharest Summit in 2008 because of the name issue. The Greeks had a policy of erga omnes – one name for everything. Last year the International Court of Justice ruled that this was illegal and said that Greece had agreed in 1995 to use the name ‘Fyrom’ and allow Macedonia to take part in international organizations while the name issue remains unresolved. And there is no reason now with this Court of Justice decision why the US or Europe or NATO should not be pushing to have Macedonia admitted on that basis.”

Skopje. The Democratic Party of Albanians (DPA), which is an oppositional party in Macedonia, does not back the Declaration for NATO Membership, proposed by the ruling coalition, writes Macedonian Vecerdaily.
The rest of the parties in the Macedonian parliament have already expressed support to the document, which says that Macedonia’s integration into the Alliance should be major political priority of the country.

"There are few indications of movement on the issue, however. Greece is in the midst of a financial crisis, hoping to avoid becoming the first member nation of the European economic zone to default. In such an environment, there is little incentive within the Greek political system to resolve an international dispute over its neighbor," says in his article Thom Shakner - a correspondent of The New York Times on issues related to the Balkans and security policy.
Shakner writes that meetings at the NATO summit will focus on the future of the alliance war effort in Afghanistan, mostly how to end it, and ways to reshape member militaries around a concept called "smart defense", while the ascent of new members is not even on the agenda.
The journalist presents Macedonia's arguments for NATO membership outlined by Foreign Minister Nikola Poposki who is visiting the United States.
"We are an exporter of security forces to NATO. But we are in the waiting room for membership," FM Poposki told The New York Times.
The New York Times says that on a per-capita basis, Macedonia is the fifth-largest contributor of forces to the NATO mission in Afghanistan, providing about 175 people responsible for providing security around the NATO headquarters in Kabul and across the Afghan capital’s diplomatic zone, which includes the American Embassy. Macedonian troops also are training Afghan security forces. The effort eats up about 10 percent of the republic’s defense budget. Macedonia previously contributed about 500 troops to the American-led effort in Iraq.
Macedonian troops will remain in Afghanistan until the formal end of the NATO mission - December 2014 - and that there is no pressure in Parliament for an early withdrawal, as there is in some member nations. It is stressed that Greece has been a member of NATO since 1952 and keeps on objecting Macedonia's accession.

Να πετάξει το μπαλάκι της ευθύνης στην Αθήνα, κατά την πορεία προς το Σικάγο, επιχειρεί ο Νίκολα Γκρούεφσκι. Σύμφωνα με πρωτοσέλιδο δημοσίευμα της εφημερίδας «Den», που επικαλείται κυβερνητικές πηγές, ο πρωθυπουργός των Σκοπίων ετοιμάζεται να προχωρήσει σε στρατηγικό αιφνιδιασμό τις παραμονές της Συνόδου Κορυφής του ΝΑΤΟ.
Συγκεκριμένα, όπως αναφέρει το σχετικό δημοσίευμα του Βήματος, ο Ν. Γκρούεφσκι σχεδιάζει να προτείνει τη διεξαγωγή δημοψηφίσματος, ενδεχομένως για την ονομασία «Βόρεια Δημοκρατία της Μακεδονίας» (που σημειωτέον έχει αποδεχθεί παλαιότερα η ελληνική πλευρά). Στη συνέχεια, σκοπεύει να ζητήσει ως αντάλλαγμα την πρόσκληση ένταξης της πΓΔΜ στη Συμμαχία.

Η αντιπολιτευόμενη εφημερίδα συνεχίζει λέγοντας ότι ο σκοπιανός Πρωθυπουργός έχει διαπιστώσει ότι δεν έχουν αποδώσει οι προσπάθειες τόσο του ιδίου όσο επίσης των υπουργών Εξωτερικών και Άμυνας για ένταξη στο ΝΑΤΟ χωρίς επίλυση του ονόματος, παρά τη θετική για τα Σκόπια απόφαση του Διεθνούς Δικαστηρίου της Χάγης για παραβίαση της Ενδιάμεσης Συμφωνίας από την Ελλάδα.

Την ίδια στιγμή, το ΝΑΤΟ δεν εμφανίζεται διατεθειμένο να ανοίξει συζήτηση για πρόσκληση ένταξης των Σκοπίων. Σαφή θέση επί του θέματος αυτού έχει επανειλημμένα λάβει ο Γενικός Γραμματέας της Συμμαχίας Αντερς Φογκ Ράσμουσεν, ενώ και οι Ηνωμένες Πολιτείες δεν επιθυμούν να φέρουν σε δύσκολη θέση την Αθήνα - πόσω μάλλον που το πολιτικό τοπίο μετά τις εκλογές της 6ης Μαϊου διαγράφεται τουλάχιστον ομιχλώδες. Διπλωματικοί κύκλοι αναφέρουν ότι ο κ. Γκρούεφσκι κατά βάθος γνωρίζει ότι η Σύνοδος του Σικάγου δεν θα έχει θετική έκβαση για τη χώρα του και για τον λόγο αυτό το παρών θα δώσει εκεί ο πρόεδρος Γκεόργκι Ιβανόφ και όχι ο ίδιος.
Οι Σκοπιανοί έχουν επιδοθεί εσχάτως σε ένα συνεχές λόμπινγκ για να κερδίσουν υποστηρικτές, πέραν της Τουρκίας που είναι ο βασικός υποστηρικτής των θέσεών τους εντός ΝΑΤΟ. Πέραν του κ. Γκρούεφσκι, το έργο αυτό έχουν αναλάβει ο υπουργός Εξωτερικών Νίκολα Πόποσκι (που συναντήθηκε πριν λίγες ημέρες με τον ΓΓ του ΟΗΕ Μπαν Κι - μουν αλλά και τον Μάθιου Νίμιτς στη Νέα Υόρκη) και τον (αλβανό) υπουργό Άμυνας Φατμίρ Μπεσίμι. Ο δεύτερος επισκέφθηκε μάλιστα τη Γερμανία, αν και δεν τον δέχθηκε ο γερμανός ομόλογός του. Τα Σκόπια έχουν εσχάτως προσεγγίσει το Βερολίνο, που είναι ιδιαίτερα δραστήριο στα Βαλκάνια, καθώς θεωρούν ότι μπορεί να γείρει την πλάστιγγα υπέρ τους.
Δημοσίως, η γερμανική κυβέρνηση είναι πολύ προσεκτική. Σε ιδιωτικές συνομιλίες όμως έχει με σαφήνεια στείλει το μήνυμα στην Αθήνα ότι μετά τη Σύνοδο του Σικάγου πρέπει να επιταχυνθούν οι διαδικασίες για την εξεύρεση λύσης. Το Βερολίνο επιθυμεί ηρεμία στα Βαλκάνια, διότι ανησυχεί για την αστάθεια που θα μπορούσε να προκληθεί από μία διεθνοτική σύγκρουση Σλαβομακεδόνων - Αλβανών, αλλά και από την επιρροή ισλαμικών στοιχείων στην ευρύτερη περιοχή - του Κοσσυφοπεδίου συμπεριλαμβανομένου.
Έμπειροι διπλωμάτες επισημαίνουν ότι, εκτός κι αν ανατραπούν τα πάντα, η Σύνοδος του Σικάγου δεν θα περιέχει εκπλήξεις. Ωστόσο, η μάχη για την τελική μορφή του Κοινού Ανακοινωθέντος της Συνόδου θα είναι σκληρή. «Το λεκτικό της Συνόδου του Βουκουρεστίου, που συνδέει ουσιαστικά την ένταξη των Σκοπίων με την προηγούμενη επίλυση του ζητήματος της ονομασίας πρέπει να διαφυλαχθεί ως κόρη οφθαλμού» εξηγούν. Ωστόσο, δεν μπορεί να αποκλειστεί έστω και την ύστατη ώρα κάποια αλλαγή που θα άνοιγε τον δρόμο στα Σκόπια, αλλά σε μεταγενέστερο στάδιο, και εφησυχασμός από την ελληνική πλευρά δεν επιτρέπεται!
