Kosovo offers own EULEX plan, final "no" on 6-points
Kosovo leaders have continued today talks with the US State Undersecretary for Eurasia Daniel Fried and EU officials on finding a solution for the deployment of EULEX on the whole territory of Kosovo.
President Sejdiu and PM Thaçi had a three-hour meeting with the Undersecretary Fried and with the EU Special Representative to Kosovo Pieter Feith.
After the meeting, President Sejdiu read a four-point declaration on the basis of which EULEX can be deployed in Kosovo and for which he got the support of the American and ICO/EUSR leader.
Kosovo in a Joint Action Plan agreed with the EU on the involvement of EU's EULEX mission in post-independence Kosovo, agreed to invite in EULEX in accordance with the Constitution of the Republic of Kosovo in full respect of its sovereign institutions and the territorial integrity.
The four points of Prishtina are an answer to the six points agreed between Belgrade and Ban Ki Moon.
1. We, the Government of the Republic of Kosovo, support the quick deployment of EULEX in Kosovo in accordance with the mandate of the Declaration of Independence, document of Ahtisaari, Constitution of the Republic of Kosovo, the Joint Action Plan of February 2008 and the invitation of EULEX by the institutions of Kosovo.
2. Institutions of the Republic of Kosovo reject entirely the Six-Point Plan.
3. Institutions of the Republic of Kosovo will closely cooperate with EULEX in the entire territory of Kosovo in accordance with the aforementioned documents (1), by respecting the sovregnity and integrity of the Republic of Kosovo.
4. Institutions of the Republic of Kosovo will cooperate as always with the United States of America, the European Union and NATO.
Meanwhile, Undersecretary of State Daniel Fried said that the four-point plan proposed by President Sejdiu comprised of a good platform to proceed. He announced that he will soon travel to Geneva to discuss with UN officials on the next move.
"I will be going today to Geneva to meet with Alain Le Roy from the United Nations to discuss the future steps. I'd like to emphasize that we have a very good base to move in a productive way," said Freid.
Meanwhile, Peter Feith, chief of ICO who will be monitoring the implementation of Ahtisaari Plan said that “We are happy to see that the government is committed to work with us and with the UN for EULEX’s installment in Kosovo.”
Kosovo Prime Minister Hashim Thaçi added that “we are together, the Republic of Kosovo, the US and the EU. We have made good joint achievements until now in Kosovo as a democratic and an independent state, with a modern Constitution and Ahtisaari’s document.”
