Es gab mal ein Projekt von Bulgarien über Nis, über Pristina, Pec,... bis zu Podgorica (Montenegro). Mit der einseitigen Unabhängigkeitserklärung ist das Projekt wohl gescheitert. Jetzt plant man von Belgrad bis Podgorica eine Autobahn. Und zugleich von Nis über Uzice bis Sarajevo.

Highways of Serbia

Do you sometimes ask why Beobuild reports on things that are related to Serbia rather than to Belgrade? The answer is simple. Belgrade is the capital of this country, and all very interesting inter-regional projects in Serbia indeed have profound effects on the development of Belgrade. That is the main reason for writing a new special coverage which will be refreshed as much as possible - welcome to the highways of Serbia!

First you are for sure interested in knowing what is a special coverage? A special coverage is a sort of extended construction update which has extreme importance for a region or city. Things like highways, light rail projects, big infrastructure projects will not be put together along the ordinary projects - they will be in the special coverage. You can expect accurate information about it, and every time we add a new item to any special coverage - we will report to you via the news section that editting has occurred. This is an ideal way to always stay informed about the current projects.

Highways are one of the most important development motors of a country. It connects cities and people, and is very fast and effective, yet they are very expensive. However, they are also very profitable. In Serbia, highway development started with the construction of the Belgrade-Zagreb highway - E-70. Now in Serbia it is the Sid-Belgrade-Nis highway. During the crisis in the 1990s the quality of all roads, including highways has decreased dramatically. On some highways one could spot plans flourishing on the road. Since post-2000 events, the situation changed. E-70 was almost entirely renewed,and the highway between Belgrade and Novi Sad is finally under construction. The new highways will come too, lets read more info about it in the following text.

Curent highways:

E-70 Belgrade-Croatian border

Between Belgrade and the Croatian border, the highway is almost straight and it is relatively unatractive. Since 2005 the whole section is under renovation, with 90% of the renovation already finished. The old asphalt was completely replaced with a new layer, so the drivers have the feeling they are driving on a completely new highway.

One of the weakest spots of these highways are the gas stations. There are few gas stations with designs from the 1970s, mostly from Beopetrol. Of course such gas stations don't fit in the modern picture of a highway. They still exist on some spots, and unfortunately there is no information on what will happen with them in the future. On the another side, there are new gas stations built up by Austrian gas-station chain "OMV" which has a very modern and practical design.

A very important element of highways are its traffic signs. On all serbian highways, a phase of replacing old signs with new one is underway. The new signs have a special fluorescent layer over it, so it can be seen very well during the night. The main difference between old and new signs are doubled text information - in Latin and Cyrilic scripts.

E-75 Belgrade-Nis

Between Belgrade and Nis there is 250km of full highway. Almost all parts of it have new asphalt, and it has many modern gas stations that were constructed in the last few years. The weakest point of this route is vertical signalisation. The signs are almost always old, and on many spots there are no signs. It is very realistic that this will be changed too in the near future. Currently we don't have pictures of this stretch. E-75 Subotica-Novi Sad-Belgrade

This is one part of the highway which will probably have a very interesting future. This "highway" begins directly from the Serbian-Hungarian border crossing, Horgos. The Hungarian new border crossing is already opened and it is directly connected with M5 highway to Budapest. Serbian new border crossing will finally open on May 11th after many administrative problems. The section between Subotica and Novi Sad is a wide, so called "polu-autoput" ("semi highway"). It is a very wide road with two normal and two emergency lanes on each side.

This is probably the one section where all trafic signs are new. The information signs on this road have a blue background color, which is characteristic for "semi highways". The normal highways have the information signs with a green background. More about that will follow below this text.

After Novi Sad to the bridge over the Danube this semi-highway continues. The quality there is currently the worst of all Serbian highways because this section wasn't reconstructed until now. The reconstruction of all three lanes from Novi Sad to Belgrade will begin this year. Immediately after the bridge over the Danube is crossed, a full 40 km highway section to Belgrade begins. The lanes to Belgrade are still old, but another three lanes from Belgrade to Novi Sad are brand new. Vertical signalisation on new lanes is very good, while the ones on the old lanes are not good - new signs will be put after the reconstruction of it.

Highways in Belgrade

Allmost all current highways enter Belgrade, with E-70 from the east, E-75 from the south and northeast, and expressway to Pancevo from the northeast.
The drivers comming from Novi-Sad will first enter from an expressway, Batajnica-Zemun, which has 2 lanes per direction (together 4 lanes). This expressway was fully reconstructed last year and now it has a very good quality.

This sketch shows the entrance scheme for Belgrade from the north. As you can see there is an unfinished section of the by-pass highway. The construction of this unfinished section shall start this year and it will improve connection quality to E-70, rest of E-75, and the Belgrade by-pass highway which will enter E-75 again but after 40 km on the south side of it.

Belgrade: Batajnica-Zemun expressway, part of E75 through the norther suburbs, Stevan Petrovic​


There is a highway between Belgrade and Pancevo too. It is around 20 km long, it was finished in 2000. Beobuild currently doesn't has any information on this section.

The highway in Belgrade is in acceptable condition, but it is very possible that it will get new asphalt during this year in the lenth of approximately 30 km (from Airport Nikola Tesla to the toll station Bubanj Potok).
The current situation with traffic development shows the need for the by-pass highway around the city. During the tourist season when the travellers drive to the southern Balkan countries and Turkey, the big traffic jams can be seen, especially around toll stations. The traffic through city gets very slow and it blocks the streets in the city too. The Republic Government decided to create the necessary documentation and has initiated a search for the constructor for the rest of by-pass highway, which will be funded by EU funds.

Future of Serbian Highways

According to the plan of state-owned company "Putevi Srbije" ("Roads of Serbia"), 5 new highways should be built by 2010. Almost all new highways will be built under concession to private companies because curently Serbia badly needs new highways and the state budget isn't strong enough to finance highways from the tax-payers money. Currently there is a concession competition for upgarding the semi-highway from Subotica-Novi Sad to a full highway and construction of the completely new E-763 from Belgrade to Pozega. The E-763 shall connect a very frequented area of central Serbia with Belgrade. This highway is the most realistic for the nearer time. This group also contains the E-80 highway between Nis and the Bulgarian border. The construction is planned to start in this year or in 2007. Another very important priority is the final construction of the western and southern sections of Belgrade's by-pass highway with a complete length of approximately 55 km. The extension of this road to Pancevo and Belgrade suburbs over the Danue is not a priority.
The construction of the highway from Leskovac to the Macedonian border shall be continued soon since the Hellenic plan made by the Greek goverment has been reactivated. According to the Hellenic Plan, the whole route from Leskovac to the Macedonian border shall be reconstructed, mostly with EU funds.
There is shown interest from the Italian state highway company to construct a private highway, Belgrade-Vrsac-Timisoara (Romania). The memorandum of construction is signed, and more details are to be expected.
"Putevi Srbije" announced the possibility of constructing a highway, Pojate-Krusevac-Kraljevo-Pozega-Visegrad (Bosnia and Herzegovina), but unfortunately there is no more information about this project.

The Republic of Serbia has a network of main, regional and local roads in the total length of 40 000 km. The activities in the forthcoming period should continue with the highway construction which can be financed through concession contracts, enhance the level of maintenance and protection of roads of all categories and accelerate the upgrading of the local road network.


With regard to railway infrastructure, it will be

High Speed Railway



The Railway modernization project is a strategic project in the development of transport infrastructure in the Republic of Serbia connecting it to the European network. The project covers the high speed railway lines in the European Corridor 10 that runs through our Republic (border to Hungary - Belgrade - border to Bulgaria).

The total length of the railway line from Subotica to Dimitrovgrad is 501 km, the designed speed is 250 km/hour. By modernizing the existing lines to the level of high-speed railway, the essential technological parameters will be improved and will have positive cost-benefits. The rate of financial return for the whole line is 8.4% to the railway and 16% to the community. The total investment value of the project is 2.910 million US$. This sum should be provided from foreign investment, loans and domestic funds. Final date is the year 2010.

Belgrade Railway Junction

When the Belgrade Railway Junction is completed and when Belgrade Centar-Prokop railway station is finished and opened to traffic, it will be possible to remove the existing railway tracks and sidings from the Sava Amphitheater thus providing an area for the construction of EUROPOLIS.

Up-to-date expenditures in the Belgrade Junction exceed US $700 million. The major portion of the funds was spent for the freight facilities and the electrification scheme, while a portion was spent for the construction of the passenger facilities.

Valjevo - Loznica Railway

When the Valjevo-Loznica railway line is completed it will connect the Republic of Serbia with the Republic of Srpska and enable better economic activities and exchange of goods and passengers, as well as more economic transport operations.

The railway line is 68 km long. The designed speed is 120 km/hour. According to the construction scheme, there will be 20 tunnels in the total length of 10.1 km, or 15% of the total track length. There will be 69 bridges in the total length of 3.9 km. The line will be electrified with single phase 25 kV, 50 Hz system and equipped with signaling and telecommunication systems of the latest design.

Estimated cost is 105 million US$. The work should be finalized by the year 2003.

Revitalization of the
Belgrade - Bar Railway



The revitalization scheme for the Belgrade-Bar railway line is a main prerequisite to quality modern railway transport on the route to the Adriatic Sea.

The length of the line from Belgrade to Bar is 466.5 km. The line has 254 tunnels in the total length of 114.4 km, 214 bridges in the total length of 14.6 km, and 54 stations. The designed speed is 70-110 km/h.










It figures as a link railway line in the high-speed network in Europe as it connects South Italy with the mentioned network. A capital overhaul will be needed in order to increase the line capacity, the weak spots, bridges, and tunnels will have to be improved and signaling, interlocking and telecommunication systems should be modernized.

The total investment expenditure required to complete the works and reconstruct the line will be 565 million US$ and it should be completed by the year 2004. The main feature of the project is a fast return on investments on the grounds of increased and improved freight transport.

With the completion of the E-75 highway, traffic will start running on the North-South route and the highway will become part of the network of modern European routes and highways. The E-75 international highway, one section of which runs through Serbia, is one of the major European road corridors. It is classified as a TEM road (Trans European Motorway). One of the objectives of this network is to interconnect the cold and warm seas in Europe. By its importance for the road network in Serbia, the route Budapest-Subotica-Novi Sad- Belgrade-Nis-Leskovac-Vranje-Skopje-Thessaloniki ranks high as it runs through economically developed and densely populated regions, and interconnects the valleys of the Sava,

Danube and Morava rivers. One of the crossroads of the highway corridors E-75 and E-70 is in Belgrade and another one is further south at Nis, where the E-75 and E-80 highways intersect.

Highway E-763
Belgrade - Montenegro

- South Adriatic

Within the framework of the existing and planned road network, the future highway corridor from Belgrade to the South Adriatic ranks among the most important ones as stated in the Spatial Plans for Serbia and Montenegro. It will interconnect major economic social and cultural centers and will be 288.8 km long.

This corridor is today served by the Belgrade-Bar railway line which is a section of E-79 European lines, and the main road Belgrade-Cacak-Uzice which belongs to the system of European roads and is designated E-763 and E-80/65. Investment expenditures required for the construction of the Belgrade-South Adriatic highway will be 1.252 million US$ and the sum should be secured at concession terms, from foreign investments and credits. It should be finalized by the year 2005.

[/FONT][FONT=Verdana, Arial, Helvetica, sans-serif] If the shortest possible link is desired between the Atlantic Ocean(Lisbon) and Asia Minor it will be necessary to build E-80 highway through our country on the route: Nis-Pristina-Pec-Montenegro, in the total length of 224.5 km in the territory of Yugoslavia.

With the construction of this road corridor the economy of our country will be interconnected with the economies of the countries through which the road will pass (Portugal, Spain, France, Italy, Bulgaria, Turkey and the countries in Asia Minor) and major benefits from the transport of goods and passengers will be brought about. As this route continues over the Adriatic Sea between the ports of Bar and Bari, major profits will be achieved through transshipment of goods.

The Danube River, in the length of 587 km flows through the Republic of Serbia and is the blood vein of the waterborne traffic in Europe. It has particular importance for low cost transport of goods from West Europe to the Black Sea and further to the Middle East. According to the

appraisal of the European commission, the waterway through our country is classified the highest in Class VI and VII. In order to comply with international standards, about 80 water structures have been built. Difficult navigation conditions through the Iron Gates were overcome by building new hydroelectric power stations of Djerdap 1 and Djerdap 2. Besides the 587 km long navigable route of the Danube in Yugoslavia there is also a 207 km long navigable waterway of the Sava River. There is also the Tisa River with its 164 km and the Danube-Tisa-Danube canal system in the length of 664 km.
