European Parliament approves the resolution on the attack in Banjska
This resolution describes the attack on the Kosovo Police as a “terrorist attack”. In the text of the resolution, the attack on the Kosovo Police in Banjska is described as a “terrorist attack”, while Serbia is criticized for several actions such as the clear lack of distance from the attack, the glorification of the members of the armed group of Serbs who carried out the attack and the declaration of a day of mourning in Serbia for the three attackers killed.
“We condemn in the strongest possible way the terrorist attack against members of the Kosovo Police by the well-organized Serbian paramilitaries in Banjska, in the north of Kosovo”, says the text of the resolution, in which an invitation is extended to all member states of the European Union who have not yet condemned this attack, to do so.
Through the EP resolution, Kosovo and Serbia are called upon to act to reduce tensions, to refrain from rhetoric or actions that could increase tensions, and to act in clarifying all the facts related to the attack in Banjska.
“We invite the EU to support the investigations by the Kosovo authorities, including the support of [the EU Rule of Law Mission in Kosovo] EULEX, underlining the importance of holding the perpetrators of these attacks accountable and face justice without delay. The authorities of Kosovo are invited to present all the evidence related to the incident, Serbia is requested to fully cooperate with the investigations and bring to justice the persons responsible who are in Serbia, in accordance with the law, including extradition to Kosovo”, says resolution’s text voted by the European deputies.
The text of the resolution also invites the European Commission and the Council to take measures against the Government of Serbia if the investigations testify to a direct link between the State of Serbia and the attack in Banjska, or if the Serbian authorities will not show a will for full cooperation in the investigation process.
“The Council is invited to approve targeted restrictive measures, including, but not limited to, asset freezes and travel bans for destabilizing actors in the north of Kosovo and leaders of the main organized crime networks. In this context, we invite the Council to follow the example of the United States for the establishment of targeted measures against Milan Radoičić”, the resolution states.
Milan Radoičić, former vice-president of Serbian List, the main party of Serbs in Kosovo that enjoys the support of Belgrade, has taken responsibility for organizing and leading the attack in Banjska. He is already under US and UK sanctions on suspicion of organized crime.
European Parliament, through this resolution, also condemns the increase in the presence of the Serbian army near the Kosovo border and asks Serbia to refrain if any terrorist group in the north of Kosovo supports them in the future.
Also, what is described as harsh inciting language used in Serbia for Kosovars and the Albanians, which according to MEPs incites tensions, is also criticized.
“The authorities in Serbia and the media are invited to refrain from the language of hatred towards Kosovo citizens and from spreading lies about ‘ethnic cleansing’ or ‘pogrom’ in Kosovo, for which there is no evidence”, the resolution states.
Through this resolution, an invitation is also made for a more pro-active role of the EU in the dialogue for the normalization of relations, so that Kosovo and Serbia implement all points of the Agreement towards normalization – reached earlier this year – while regretting the resumption of the campaign by Serbia for the withdrawal of Kosovo’s recognition and the obstacles to Kosovo’s membership in international organizations. Kosovo is required to have a dialogue with the Serbs in Kosovo and to organize new local elections as soon as possible in the north inhabited by a majority of Serbs.
In several points of this resolution, is expressed regret for the behavior of the Serbian authorities, led by President Aleksandar Vučić, which, according to the MEPs, destabilizes the entire region.
Through this resolution, it is also requested to remove the punitive measures that the EU imposed on Kosovo due to the tensions in the north, which started at the end of May.
“We regret the negative measures that the Council has taken towards Kosovo and we ask that they be removed as soon as possible. It is requested by the Council and the European Commission to resume high-level contacts with the president and the Government of Kosovo”, says the text of the approved resolution.
Also, the MEPs demand that the liberalization of visas for Kosovo should not be questioned and that this issue should not be related to the Kosovo-Serbia dialogue.
“We remind that the visa liberalization agreement for Kosovo is not and should not be related to the dialogue and should enter into force no later than January 1, 2024,” the text says.
MEPs also condemn Russia’s attempts to influence the Western Balkans region, especially in the relations between Kosovo and Serbia, and demand that Russia’s possible role be investigated in the events in Banjska of Zvecan on September 24.
Kosovo authorities have stated earlier that Russia’s possible role in this attack is being investigated.
Danke.
