[h1]Sweden to open embassy in Tirana Albania[/h1]


The Swedish Government on Thursday, decided to open embassies in Kigali (Rwanda), La Paz (Bolivia), Monrovia (Liberia), Ouagadougou (Burkina Faso), Pristina (Kosovo)and Tirana (Albania).


"We see a clear need to strengthen Sweden's diplomatic presence in these locations, particularly in view of our substantial development cooperation in these countries," says Minister for Foreign Affairs Carl Bildt.


In 2007, the Government decided to focus Swedish development assistance on a limited number of countries. Sweden has had section offices in ten of these countries for some time. To support the implementation of Swedish-financed aid projects in the best possible way, it is the Government's assessment that upgrading the section offices to embassies is warranted.


The upgrade will take place in autumn 2010. The embassies will be represented on site by an acting head of mission known as a chargé d'affaires a.i. The ambassadors representing the embassies in Ouagadougou and Monrovia will be stationed in Stockholm. For the other four new embassies, the ambassadors will be stationed in the country where the embassy to which each section office previously belonged is located: Buenos Aires for La Paz, Skopje for Pristina and Tirana, and Nairobi for Kigali.


The embassies will focus on political dialogue and reporting on development cooperation. They will conduct limited activities in the areas of migration and consular services. Source: Government of Sweden

The speaker of Italy's Lower House of Parliament, Gianfranco Fini, visited Tirana on Thursday (May 6th) and said that co-operation in fighting crime and illegal trafficking is tied to lifting the visa regime with the EU. "The process of visa liberalisation is based on merits," Fini said during his second official visit to Albania, adding that Tirana can rely on Italy's full support in the process.

Albania: Water works


Thisweek is going to start the implementation of the 10.7 million euro program“Water supply in rural areas”, financed by the German bank KfW, the localnewspaper Shqip reported.

Thisprogram consists of the construction of 28 rural water supply networks in 50villages in the district Dibra, Shkodra and Kukes, in order to improve thelives of around 50,000 inhabitants.

AlbanianFund for Development,the implementing agency of the program, has already signed contracts withcompanies to build the networks, planning for this week the start of the works.

[h1]Albania: Work starts for cleaning-up of the first environmental hot spots priority in the country[/h1]



In Porto Romano, 5km from Durres, work has started on the remediation of the polluted area of the former lindanefactory through a World Bank (WB) financed project, WB office in Tiranareported.

The clean up of Porto Romano is acomponent of the WB financed project “Integrated Coastal Zone Management andClean-up” that started in November 2005. The Porto Romano component aims toremediate and rehabilitate the contaminated site of the former factory by demolitionand excavation of the polluted materials and safe disposal in a confineddisposal facility.

Earlier, in May 2006 the Governmentof the Netherlands provided 1 million euro parallel funding for therepackaging, transport and safe disposal of the chemical waste stored in Bishtii Palles storage facility. The repackaged waste was incinerated in aspecialized facility in Germany.

The former chemical plant in PortoRomano, Durres was ranked the first environmental hot spots priority forclean-up in Albania, according to an environmental assessment made by UnitedNations Environment Program (UNEP) in 2003.

Bulgaria to back visa liberalisation for Albania, Mladenov says



Bulgaria will support European visa liberalisation for Albania, Foreign Minister Nikolai Mladenov said during a May 14 2010 visit to Tirana at the close of his six-country tour of the Western Balkans.

Mladenov visited Macedonia, Serbia, Montenegro, Kosovo, Bosnia and Herzegovina and Albania with messages of support for the European integration of the Western Balkans and Bulgaria’s willingness to share it experiences in assisting this process.

In the Albanian capital Tirana, Mladenov had talks with foreign minister and deputy prime minister Ilir Meta, discussing the issue of Albania’s progress in rule of law and the fight against organised crime and corruption.

Mladenov also met president Bamir Topi and the speaker of Albania’s parliament Josefina Topalli, as well as opposition leader Edi Rama.

In Tirana, the past two weeks have seen large-scale protests, the latest in a campaign by the opposition against the 2009 elections that resulted in victory for prime minister Sali Berisha.

About 200 opposition socialist party activists have been on hunger strike calling for a recount, and the Tirana rally was in solidarity with them.

The crisis, which involved a several-months long boycott of parliament by the Socialists, has paralysed Albanian politics and is damaging the country's bid for European Union membership, the BBC said.

Brussels is openly voicing its concern and several bodies, including the Council of Europe, are attempting to mediate between the Democrats and Socialists.

A Foreign Ministry statement quoted Mladenov as saying that Bulgaria did not want to interfere in the domestic affairs of its fellow Nato state. He said that Bulgaria had learnt that political disputes should be resolved in parliament and called on all parties in Albania to resolve the issues on the basis of transparency and the spirit of constitutionalism.

Oil and gas company Bankers Petroleum Ltd (BNK.TO) posted a first-quarter profit, helped by an increase in production and oil prices, and forecast a 50 percent rise in production rate by the end of the year.


Bankers Petroleum, focused on developing large oil and gas reserves in Albania, said a third rig was contracted to start drilling in July 2010 at its Patos-Marinza oilfield.
Bankers Petroleum operates and has the full rights to develop the Patos Marinza heavy oilfield and has a 100 percent interest in the Kucova oil field in Albania.
"They are not going to have a massive exploration success ... but this is a very robust development story," Jennings Capital analyst Gregory Chornoboy said by phone.
The company also projected a year-end production target of 15,000 barrels of oil per day (bopd). Its current production is in excess of 10,000 bopd.


The forecast is intact, and the third drilling in July will help ramp up production to meet the exit production rate, BMO Capital markets analyst Christopher Brown told Reuters.


The company's shares, however, were down 5 percent at C$8.25 on the Toronto Stock Exchange, mirroring the fall in U.S. crude oil futures, which dropped more than 4 percent. [ID:nN14161714]


"Bankers sells nothing but oil, so it will move in conjunction with the oil price,"said Chornoboy, who has a "speculative buy" rating on the stock.

For the first quarter, the company posted net income of $470,000, or breakeven per share, compared with a net loss of $2.5 million, or 1 cent a share a year ago.
Oil revenue more than doubled to $35.1 million.
As on March 31, production averaged 8,282 bopd, a 15 percent increase from the year-ago period.


Analysts on average were expecting earnings of 2 cents a share on revenue of $35 million, according to Thomson Reuters I/B/E/S.

Fabrizio Gallanti of Abitare shows some of the more interesting ones; some have been turned into restaurants, used for making wine, and even a sustainable eco-resort.

There is even a non-profit organization dedicated to their preservation and adaptation:

A critical approach to these bunkers as symbols of xenophobia in order to invert their meaning and change then into symbols of hospitality. 2. The promotion of a sustainable eco-touristic sector in Albania.

[h1]Albanian inflation reached 3.5% in April down from March's 3.9%[/h1]


Albania'sconsumer price inflation was an annualized 3.5% in April, down from 3.9% amonth earlier, the Institute of Statistics reported.

Month on month, the consumer price index registered a 0.4% decrease. Food and non-alcoholic beverages decreased 1.4% from March, driven mainly byprice hikes in vegetables. Clothing and shoes decreased by 0.2%, while alcoholic beverages and tobaccorose 0.8% from the previous month, INSTAT said in a statement. Transport rose 0.2%, diesel fuel 5.8%, and gasoline 4.5%, the statement added.
