1. Postojaće Zajednica opština s većinskim srpskim stanovništvom na Kosovu. Biće otvorena za članstvo za bilo koju opštinu pod uslovom da se članovi slažu.
2. Zajednica će biti stvorena statutom. Njen raspad može se dogoditi isključivo odlukom opština koje u njoj sudeluju. Pravna jemstva nalaze se u odgovarajućem zakonu i ustavnom zakonu (uključujući pravilo o dvotrećinskoj većini).
3. Strukture Zajednice uspostaviće se po istoj osnovi kao i postojeći statuti zajednice srpskih opština, tj. predsednik, potpredsednik, skupština, veće.
4. U skladu sa ovlašćenjima propisanim Evropskom poveljom o lokalnoj samoupravi i kosovskim zakonom, opštine koje sudeluju imaće pravo da sarađuju u kolektivnom ostvarivanju svojih ovlašćenja kroz Zajednicu. Zajednica će imati potpuni nadzor nad područjima privrednog razvoja, obrazovanja, zdravstva, urbanog i ruralnog planiranja.
5. Zajednica će primenjivati i druga dodatna ovlašćenja koja joj mogu biti dodeljena od centralne vlasti.
6. Zajednica će imati predstavničku ulogu pred centralnom vlašću i u tu svrhu imaće mesto u savetodavnom veću zajednica. U ostvarivanju te uloge predviđena je funkcija nadzora.
7. Postojaće jedna policija na Kosovu koja se zove Kosovska policija. Svi policajci na severu Kosova biće integrisani u sklopu Kosovske policije. Plate će isključivo isplaćivati KP.
8. Pripadnicima ostalih srpskih bezbednosnih struktura biće ponuđeno odgovarajuće mesto u kosovskim strukturama.
9. Postojaće regionalni policijski zapovednik za četiri severne opštine s većinskim srpskim stanovništvom (Severna Mitrovica, Zvečan, Zubin Potok i Leposavić). Zapovednik te regije biće kosovski Srbin predložen od Ministarstva unutrašnjih poslova prema listi koju će dati četiri načelnika opšine u ime Zajednice. (Postojaće još jedan regionalni zapovednik za opštine Južna Mitrovica, Srbica i Vučitrn). Regionalni zapovednik četiri severne opštine sarađivaće s ostalim regionalnim zapovednicima.
10. Pravosudne vlasti biće integrisane i radiće u sklopu pravnog sastava Kosova. Apelacioni sud u Prištini uspostaviće poverenstvo sastavljeno od većine K/S sudija (K/S je skraćenica za kosovske Srbe, op.a.) koje će se baviti svim opšinama s kosovskim Srbima kao većinskim stanovništvom. Odeljenje tog Apelacionog suda, sastavljeno od administrativnog osoblja i sudija, sedeće trajno u Severnoj Mitrovici (Okružni sud Mitrovice). Svako radno telo navedenog odeljenja biće sastavljeno većinom od K/S sudija. Odgovarajuće sudije sedeće u zavisnosti od prirode slučaja u koji su uključeni.
11. U severnim opštinama biće organizovani opštinski izbori tokom 2013, uz posredovanje OEBS-a, a u skladu s kosovskim zakonima i međunarodnim standardima.
12. Do 26. aprila biće napisan plan sprovođenja (ovog sporazuma, op.a.) s vremenskim okvirom. U sprovođenju ovog sporazuma razmotriće se i princip transparentnog finansiranja.
13. Dve strane intenziviraće raspravu o energetici i telekomunikacijama i dovršiti je do 16. juna.
14. Usaglašeno je da nijedna strana neće blokirati ni podsticati druge da blokiraju drugu stranu u napretku na njenom putu prema EU.
15. Dve strane uspostaviće odbor za sprovođenje (ovog sporazuma, op.a.), uz posredovanje EU.
Agreement of principles governing the normalization of relations
1. There will be an Association/Community of Serb majority municipalities in Kosovo. Membership will be open to any other municipality provided the members are in agreement
2. The Community/Association will be created by statute. Its dissolution shall only take place by a decision of the participating municipalities. Legal guarantees will be provided by applicable law and constitutional law (including the 2/3 majority rule).
3. The structures of the Association/Community will be established on the same basis as the existing statute of the Association of Kosovo municipalities e.g. President, vice President, Assembly, Council
4. In accordance with the competences given by the European Charter of Local Self Government and Kosovo law the participating municipalities shall be entitled to cooperate in exercising their powers through the Community/Association collectively. The Association/Community will have full overview of the areas of economic development, education, health, urban and rural planning 5. The Association/Community will exercise other additional competences as may be delegated by the central authorities
6. The Community/Association shall have a representative role to the central authorities and will have a seat in the communities consultative council for this purpose. In the pursuit of this role a monitoring function is envisaged
7. There shall be one police force in Kosovo called the Kosovo Police. All police in northern Kosovo shall be integrated in the Kosovo Police Framework. Salaries will be only from KP.
8. Members of other Serbian security structures will be offered a place in equivalent Kosovo structures
9. There shall be a Police Regional Commander for the four northern Serb majority municipalities (Northern Mitrovica, Zvecan, Zubin Potok and Leposavici). The Commander of this region shall be a Kosovo Serb nominated by the Ministry of Internal Affairs from a list provided by the four mayors on behalf of the Community/Association. The composition of the KP in the north will reflect the ethnic composition of the population of the four municipalities. (There will be another Regional Commander for the municipalities of Mitrovica South, Skenderaj and Vushtri). The regional commander of the four northern municipalities will cooperate with other regional commanders.
10. The judicial authorities will be integrated and operate within the Kosovo legal framework. The Appellate Court in Pristina will establish a panel composed of a majority of K/S judges to deal with all Kosovo Serb majority municipalities. A division of this Appellate Court, composed both by administrative staff and judges, will sit permanently in northern Mitrovica (Mitrovica District Court). Each panel of the above division will be composed by a majority of K/S judges. Appropriate judges will sit dependant on the nature of the case involved.
11. Municipal elections shall be organised in the northern municipalities in 2013. with the facilitation of the OSCE in accordance with Kosovo law and international standards.
12. An implementation plan including time frame shall be produced by April 26. In implementing this agreement the principle of transparent funding will be addressed.
13. Discussions on Energy and Telecoms will be intensified by the two sides and completed by Junbe 16
14. It is agreed that neither side will block or encourage others to block the other side's progress in their respective EU paths
15. An implementation committee will be established by the two sides with the facilitation of the EU
