According to the report, Albania is very close to the countries with highest state debt, which amounts to 59.4 percent of the country's GDP.
The World Bank stresses the situation in the region does not give much room for optimism.
"Although banks have liquidity, they are increasingly exposed to risk due to the rise of nonperforming loans", reads the report.
The International Monetary Fund has projected Albania's economy will contract two percent in 2011.
