Avala Tower

» Introduction

There is no silence on Avala these days. The noise of heavy machinery replaced the silence of ruins that lied there for seven years. Beobuild is reporting from the site on how the construction is advancing. After complex was cleared of wrack last year, work on the construction of a new tower started 3 months ago on 21. december 2006.

Today on Avala you can find one very neat and well organised construction site. Construction is performed by a company 'Ratko Mitrovic'. Though it is very large site, there is no junk or waste and the working atmosphere among employees is great. All the neccessary equipment is already there and most of it is completly new.

On the site itself, workers are constructing the concrete factory and cement silo that arrived from the customs on the day we performed this monitoring. They also installed powerful water pump that will bring water to the top, because of a low pressure on that altitude.The pump and other machinery will be powered by a near-by transformer and between the construction site and 'Mitorvicev Dom' are placed new and modern containers for offices.

Beside the concrete factory, 'Energy Block' will be constructed it will be incised into the rock. The mining method was not used in this case so the soil wouldn't be slacken around the new tower. Old fundation was dug-up and will be replaced with a new one. Into the shafts the conrete is being pumped under high pressure of 2bars on a depth of 13 meters. New tower will have built-in almost double amount of armature – near 500 tons and the entire fixture will be imported from Germany. Also, for construction it will be used 7 500 cubics of special concrete produced with cement from Beocin factory.

Although the situation on the construction site promises quality and efficient induction of work, optimistic deadline for completion(20 months – august 2008) as we find out, seems to be unrealistic. Old tower was constructed in 4 years.The new tower will seemingly be the same, but not everything will be as it was. New and different antenna will be installed. It will be a bit bigger so the new tower will have 205 meters. Also comletly new technology of construction and materials will be used and a new fire protection system will be there, all by project of CIP Institute.

The investors of this project, Republic Property Agency and RTS(Serbian Broadcasting Corporation), will pay 7 million euros for comletion of it. The incentive for reconstruction came from the Journalists’ Associations of Serbia and Association of Avala Tower Admirers.

On the 119th meter there will be a ‘café’ with 50 places, kitchen and toilets, with high-speed elevators for visitors.The people will be able to enjoy the panorama , which in good weather can have field of vision up to 70 km.The entire tower complex will be arranged with pathways, flower pots, trees…so the location will become very attractive for tourists.

The old tower was 202, 87 meters tall and it was built between 1960 and 1965. Authors of that project were architects Ugljesa Bogdanovic (deceased in 1994), Slobodan Janjic as well as the constructor academic Milan Krstic. Tower was constructed by then Serbian construction giant – company ‘Rad’.

Then 4000 tons of concrete was installed into it and it had 60 meters tall and 25 tons heavy antenna on the top.

On 29th April 1999. during the NATO aggression, tower was destroyed.

The Tower was very unique; it was the only tower who had a triangle in its base and one of the rare ones that had 3 legs without direct reliance.

During years of existence it became a kind of a lighthouse above the Sumadija for all the travellers approaching Belgrade, as it was seen from all locations travellers knew they are near the capital.

Only 800m from main city square “Trg Republike” Ocean Atlantic International in partnership with “Immo East” the Austrian publicly traded investment company is developing the project “Francuska”.It is a mixed use residential commercial project of 18.500m2 gross surface with 8 floors above and 3 floors below ground. Sava City

» Introduction

Business complex within Block 20 ,between prestigious of the GENEX apartments, the “Intercontinental” and the “Hyatt” hotels, and in the vicinity of the neighbouring “Sava Centar”is supposed to be the first elite residental-business New Belgrade area, realized due to a comprehensive worked through, and creative project.To incorporate into the highest European standards the first class architecture has been programmed, including modern construction, modern technological equipment and high aesthetic of the ground floor, business, pedestrian and green areas.

The position of this location is situated at the left bank of the Sava river, 700 m distance of the river itself on one side, and in the vicinity of the heart of Old Belgrade on the other side.

The vicinity of the arranged green area, the confluence of the two big rivers, and the left bank of the Sava river, along the line from the mouth upstream two kilometres in length, with favourable wind resistance rose make this area very satisfactory from the microclimate point of view.

The object is centrally located between the streets Vladimira Popovica and Milentija Popovica bordered by the Sava Centar, “Intercontinental” hotel and the “Hyatt” hotel, the Delta Bank business building, Genex apartments, and Genex Tower.

The approach to the location from the “Hyatt” hotel along the reef of the luxurious located diagonal of a nicely organized plateu within the block, the two corps are not intensive, torn off , the business part on the left, and the residential part on the right side.

The functional division on business and residential has been drawn according to the conditions with clearly indicated ground floor that bounds business to residential apartments along the pedestrian bridge creating an environment of a square between business objects overflowing into intimate spaces around objects of business apartments.

The ground floors of both functions are aimed to business, trade, tourism, catering, culture and other aspects. Lower ground floors in business premises and residential apartments are aimed for parking places, by vertical communications bound both to business premises and residential apartments.The lower garage level is an additional parking area.

The location organization is on three objects:business apartments P+M+9+Ps (ground floor, mezzanine, withdrawn floor) + tower , in three levels and business objects P+ M+7+Ps ( ground floor,mezzanine,withdrawn floor).The advantage of this concept is a possibility of organizing objects in more independent unites which can be separated to more individual users, and within the object, different contents and aims can be organized.

All necessary services : termal substation, power distributing plant, diesel sets,water meter etc are located in the basement. The business part consists of two triangle objects in its foundation. The approach to each object is from the main square consisting a comfortable mileau, such as dominating entrance starecase , diverse arrangement of flowers, sculpture, fountain.

The entrance to each object has a stressed eaves and it leades both to the object and the entrance hall rich with contents: shops, banks, galeries, leading further to the info desk and communications in horizontal and vertical aspects ( elevators and stairs).

The foundation of the business part is created in such way that in the heart, all necessary communications are located ( elevators, stairs, fire exits) installations and sanitary blocks. The rest of the foundation is free for space organization due to potential users requests. Each repeating floor gives a possibility of separation into more functional units. The object of business apartments is bound to the business premises by the main plateau.

On that level of the access square, two main but separated objects are located: a restaurant or a coffee shop; and on the other side are objects for more tranquil contents.

At the entrance to the residental part , apart of the full control by the doorman, there are separated rooms for the storage of bicycles and similar equipment, toilets, and a small one room apartment for the doorman’s needs.

From the central entrance to the residental part, to the left and to the right, two hearts of communication are separated by elevators and stairs. That’s how is the object of business apartments separated into two blocks. Each consists of three apartments on each floor of 78m2 to 215m2 each.

The apartments offer various possibilities of space organization with always a strong living room, facing to the nicest views of Belgrade , both to the new and to the old part, and as well to the river that separates them, and to the bridges that bound them.

» Introduction

New Belgrade is soon to be enriched by a 90,000 sqm office / hotel complex in block 41a in Milutina Milankovica boulevard.

The project consists of four 80-100 meter towers. Three of them will be office space, whereas the fourth one is planed as a hotel. Ground floors of the buildings will feature restaurants, cafes, shopping malls and other service oriented shops and the space between them will be used as green areas.

The project location is currently being prepared for construction, which ought to begin this summer and completion is expected in December 2010. The project is a joint venture of an austrian real estate investment company "SIGNA Development" and building company "Napred" from Belgrade.

The new complex in the business district of New Belgrade will with its looks and features set new frontiers in Belgrade real estate development.

Presented plans for block 41a are not a land utilization study or a vision, but an approved project by the investor. Currently the proposed idea is in the phase of meeting urban plan conditions and as soon as all necessary permits are acquired it will enter realization – has now been confirmed for Beobuild.

The Port of Belgrade is located between city neighborhood “Dorćol” and Danube, taking up one of the potentially most exclusive piece of land Belgrade has to offer at the moment. Today it is characterized by large old warehouses, chaos, transit traffic, disorganization of the space, and the city center, located 10 minutes away, has no contact with it. Since the Port was privatized, the ambitions have risen, and the new company – The Port of Belgrade, A.D. – didn’t waste time, they employed the world famous architect Daniel Libeskind to create a master plan for the Danube’s waterfront in Belgrade.

Daniel Libeskind, born 1946 in Łódź, Poland, made his world fame by winning the competition to be the master plan architect for the reconstruction of the World Trade Center site in New York. On March 2nd, in the amphitheater of the Belgrade’s Faculty of Architecture, he presented the master plan for the development of the Port of Belgrade. Students, professors, experts and press showed unexceptional interest in it – the amphitheater was full, and in the halls TV screens were installed, broadcasting the presentation live.

Master plan for the Port of Belgrade will completely reorganize the space, with partial preservation of some buildings and change of their function. The interesting idea of this plan is to divide the whole area in seven quarters with a specific characteristic, where each would be a sustainable neighborhood for itself. Every quarter would have its spaces for relaxation in a form of well organized greenery. As the main goal of this project is sustainability, although project includes large urbanization of the area, the whole neighborhood is enriched with a large and dynamical park. Beside this large public park space, the entire project includes number of different venues that will ensure function and quality of the neighborhood.

The water basin inside the Port will be used as a marina with a variety of contents provided in the buildings surrounding it. A special place is reserved for the culture – right next to basin there would be a library, while the central position will be held by Performing Arts Center. The investors know as well that they must avoid constructing a mono-functional development, like New Belgrade was couple decades ago. The contents of this neighborhood will attract people to come to this area, in an attempt to return this riverfront to its supposed function. Francuska Street will be extended to the river, forming a Waterfront Plaza in its end. On this Plaza Libeskind planed a large ‘Icon Tower’, 60 to 70 floors high, which would dominate the port, even maybe Belgrade, and could be seen from all important places of interest in Belgrade, but especially from Danube river. The waterfront will be also divided into several sections, and apart from the classical “stair-case” promenade, there will be a marina and a large beach, where residents of Belgrade and their guest could enjoy warm days.

All quarters, envisaged by this master plan, would consist of buildings in different sizes and shapes. Although it is a very large development area, this way it is possible to avoid architectural repetitions and template construction. With very well organized leisure areas, Liebeskind managed to break high density concept of this project common for the old part of Belgrade. Some even criticized that the area won’t connect well with its surroundings, but Mr. Libeskind said he hoped that future development would bring near-by areas closer to his concept. Representatives of the Port of Belgrade showed determination to put this project into practice, however, they have stressed that this big project was almost never before introduced in our city and that its implementation may take up to a decade or more. The development of this project is very conditioned with infrastructure growth and some of the areas could even start development soon with the existing one. The rest of the project should be followed by substantial infrastructure investment on the side of the local government.

The key word is "maybe", since the project itself is a vision with a strong perspective, that was introduced in the eve of probably the largest economic crisis that happened to the mankind. However, we can still hope that this master plan will not end up as one of the many forgotten ideas. As Libeskind said ‘The Empire State Building’ was built during the depression years, still one is sure, projects like this could prevent recession becoming a depression.

Prostor luke “Beograd” prostire se duž starogradske obale Dunava, zauzimajući jedno od potencijalno najekskluzivnijih zemljišta koje Beograd ima da ponudi u ovom trenutku. Danas taj prostor karakterišu velika skladišta, postrojenja, haos, neorganizovanost prostora, a centar grada iako samo 10 minuta udaljen kompletno ignoriše luku. Otkada je Beogradska luka privatizovana porasle su i ambicije, a novo preduzeće "Luka Beograd" nije gubilo vreme. Angažovali su jednog od svetski najpoznatijih arhitekata Danijela Libeskinda da uradi master plan za dunavsko priobalje Beograda i na taj način da svoju viziju ove velike reurbanizacije.

Danijel Libeskind, rođen 1946. godine u poljskom Lođu planetarnu slavu stekao je nagrađenim rešenjem za izgradnju novog kompleksa svetskog trgovačkog centra u Njujorku. Drugog marta on je u amfiteatru Arhitektonskog Fakulteta u Beogradu predstavio svoj master plan za razvoj Luke Beograd. Interesovanje studenata, stručne javnosti i medija je bilo ogromno što se moglo videti i osetiti na licu mesta - amfiteatar je bio popunjen do poslednjeg mesta, a u hodnicima su instalirani ekrani na kojima je uživo prenosena prezentacija. Međutim, i pored ogromne gužve, posetioci su pažljivo slušali Libeskindovu prezentaciju, gde su na kraju neki imali prilike da i lično postave pitanje slavnom arhitekti.

Master plan Luke Beograd predviđa kompletnu reorganizaciju prostora uz delimično zadržavanje postojećih objekata, ali sa drugačijom namenom od postojeće. Zanimljiva organizacija prostora koja je predložena ovim planom deli celo područije u sedam četvrti ili ‘komšiluka’ gde svaki predstavlja održivu celinu. Svaki pojedinačni kvart imao bi svoje prostore za razonodu u vidu manjih, ali uređenih zelenih površina koje bi služile kao mesta okupljanja kako budućih rezidenata, tako i ostalih posetioca. Prema rečima Libeskinda, održivost ovog projekta je bio jedan od osnovnih zadataka pa tako, iako se radi o urbanizaciji prostora ona je značajno oplemenjena izuzetno velikim i dinamičnim parkovskim prostorom. Pored velikog centralnog parka, ceo proctor posedovaće i brojne kulturne sadržaje koji treba da ispune funkciju i kvalitet budućeg dela grada.

Vodena površina unutar luke bila bi oplemenjena i iskorišćena kao marina, a zgrade locirane oko nje različitog su sadržaja. Posebno bi dominirali objekti vezani za kulturu. Uz sam basen luke predviđena je biblioteka, a centralni položaj prema basenu zauzimao bi veliki kulturni centar. I sam investitor je uvideo da se mora izbeći izgradnja jednofunkcionalnih naselja kakav je bio Novi Beograd pre nekoliko decenija. Upravo iz tog razloga plan podrazumeva sadržaje koji će prvilačiti ljude u ovaj deo grada, u pokusaju da vrati tu obalu Beogradjanima. Francuska ulica prirodno bi se produžila do obale Dunava na čijem kraju bi se nalazio takozvani "Obalski Trg" (engleski - Waterfront Plaza). Glavni orijentir ovom trgu, a verovatno i cele luke i Beograda bi bila "Ikona" kula visine od oko 60-70 spratova, koja bi bila vidljiva sa svih strateških tačaka u gradu, posebno sa reka. Za obalu Dunava Libeskind je predvideo da ona bude rascepkana u više delova. Pored klasičnih šetališta u stepenastoj formi, on je takođe ucrtao marinu i veliku plažu gde bi Beograđani mogli da uživaju u toplim mesecima.

Svi kvartovi zamisljeni ovim master planom činile bi zgrade različitih dimenzija i oblika. Iako se radi o izuzetno velikom prostoru, na taj nacin bi se izbegla arhitektonska ponavljanja i šabloni, a sa dobro organizovanim javnim prostorom razbiće se predložen koncept veoma guste gradnje, kakva je karakteristična sa staro jezgro Beograda. Iako je projekat dobio kritiku da nije dobro estetski i infrastrukturno uklopljen sa svojom okolinom, Libeskind je rekao da svaki projekat ima svoja ograničenja i da se nada da ce dalji razvoj i izgradnja u pribliziti okolinu njegovom projektu u budućnosti.

Predstavnici Luke Beograd su pokazali odlučnost da ovaj projekat sprovedu u delo, međutim, i sami su više puta naglasili da se radi o jednom projektu razmera koji dosad skoro nikad nije viđen kod nas i da bi realizacija mogla da potraje deceniju i vise. Razvoj projekta je iskljucivo vezan za rayvoj infrastrukture, a razvoj pojedinih delova luke ‘Beograd’ mogao bi da pocne relativno skoro. Ostali delovi su pre svega, kao sto predpostavljate, u rukama gradskih vlasti koje ce morati infrastrukturnim investiranjem da prate ceo projekat u stopu.

Ključna reč je "možda”. Sam projekat je vizija sa jakom perspektivom, ali nažalost predstavljena je u praktično predvečerje verovatno najveće ekonomske krize koja će zadesiti svet, ipak ostaje nada da ovaj master plan neće završiti kao još jedna ideja u fioci. Ali kao sto je Libeskind rekao, Empire State Building je u Njujorku izgradjen upravo za doba velike depresije. Jedno je sigurno, a to je da ovakvi projekti mogu da pomognu da se recesija ne pretvori u depresiju.
