Infrastruktur-Projekte in Mazedonien

Macedonian capital, infrastructure investments, have risen to a record level of 21,2 billion denars, or 340 million EUR. This puts them at twice the levels they were in 2005 - 10,1 billion denars. The rise has been gradual in the past years - in 2011, capital investments allotment in the budget amounted to 17,7 billion, in 2012 it was 18,75 billion and in 2013 the amount reached 19,3 billion denars.


The planned funding for 2015 includes work on three major capital investments - the Demir Kapija - Smokvica north - south highway, the Miladinovci - Stip - east - west highway and the Kicevo - Ohrid highway connecting two major cities in the Macedonian south-west. The total length of the new highways is 132 kilometers, and two of them are being built with Chinese provided credit lines.


University professor Dimitar Eftimov points out that in the past years Macedonian budget has a major development component that shows through the capital and infrastructure expenditures. This, according to professor Eftimov, helps the economy by improving the business environment in the country, but also affects the quality of life by providing higher wages and social expenditures.





Eftimov points out that the main part of this development mix is the projected 4 percent gross domestic product growth, that must also be followed by an appropriate increase in demand that comes from rising wages, more welfare spending and the rise in retirement benefits. Professor Eftimov says that this high projection of infrastructure spending will do much to support the economic growth.
- The road infrastructure, the water management investments, the natural gas infrastructure, they will all help improve the potential for the businesses in the country, Eftimov said.
He also sees potential for more foreign investment following the infrastructure projects.


- Good infrastructure is necessary to attract foreign direct investments, that are the other component of economic growth. Since we still have an unemployment rate of 28 percent, while lowest in recent years, new investments will help bring living standards up, Eftimov.
If we put together the planned 340 million EUR in capital investment, professor Eftimov says, with the expected 600-700 million EUR in foreign investments, that will be a potent mix to fuel growth. If other predictions, such as the stable inflation level of 2 percent and the budget deficit of 3,5 percent of BDP hold, professor Eftimov says that Macedonia can expect sustained growth and improvement in the quality of life.

Intensive construction on the highway Kichevo-Ohrid, is heavy investment of 374 million euro. Mounted are the main concrete bases and these days was conducted mining at Preseka.




Chinese construction company “Sinohidro Limited” is performing the works and major subcontractors are Granit and Transmet.


Major construction activities are concentrated in the village where Popoec and it is hardest penetration of the route. Besides the Chinese workers engaged in the building large number of workers from Ohrid and Struga region.


Highway Kichevo-Ohrid should be 56 kilometers long and is expected to be completed in four and half years.

Macedonia is seriously considering getting involved in the construction of fast railroad track, which will start in Budapest, via Belgrade and Skopje to Thessaloniki and Athens, reads daily Dnevnik.


The Chinese government is interested in funding this project, and together with Hungarian and Serbian authorities has already been negotiating for granting a loan.


Although official information has not been given yet, government sources for Dnevnik daily explain that our country is considering involvement in the project, because it will be only a benefit. Among other things and most probably as there will be no need to build completely new rail line, which would be passing through the country. Only reconstruction and upgrading of the existing network, which is part of Corridor 10 would be needed, therefore the benefit is even bigger.


Certain sections of this line, which is stretching from the north toward the south of the country, have already been reconstructed with money from European funds. So, just little has to be done like to upgrade the tracks to be capable to withstand rapid trains. However, our sources add a detailed analysis, needs to be made to see whether and how feasible it is for Macedonia to join the fast rail corridor.



The Ministry of Transport and Communications doesn’t give a specific response about the plans related to the construction of the fast track.


"Ministry of Transport has been informed about this project. Given that the project is under preparation, it is premature to say what it will contain", inform from the Ministry.


The country will not rely only on the used Chinese loan of about EUR 580 million, allocated for two new highways, Macedonian authorities have announced several months ago. Then they said they were considering several major infrastructure projects that could be funded by China, mentioning investments in rail infrastructure.


Greece to be involved


Besides Macedonia, Greece should be included in the project to build high-speed rail Corridor 10. The Southern neighbor will have to modernize the railway from the border crossing point to Thessaloniki, and to continue to Athens. Other countries, through which the fast track should pass, Serbia and Hungary, have already reached an agreement. According to recent announcements, it is possible to start the construction the next fall and it should be completed in three years.


According to Serbian Prime Minister Aleksandar Vucic, who recently made ​​an official visit to China, Greece is seriously interested in this project.


"Chinese Prime Minister Li Keqiang conveyed the message from his recent conversation with the Greek counterpart Antonis Samaras and that they agreed Budapest-Belgrade railroad to be connected with Thessaloniki", said Vucic for the Serbian media.


He noted that a meeting will be scheduled with Macedonian Prime Minister Nikola Gruevski as to be informed about the intentions of Macedonia for the railway.


The full project for the fast track will be represented at the upcoming summit of the leaders of the countries of Central and Eastern Europe, to be held in December in Belgrade under the auspices of China. The summit countries will be able to present infrastructure and energy projects that Chinese would finance through the fund for investment in Central and Eastern Europe worth 10 billion dollars (7.5 billion Euros).

If fast track is built it will be designed for trains that will move up to 300 kilometers per hour, which will significantly shorten travel time, because this track would be one of the fastest in Europe. According to Serbian transport authorities two options for the construction of the railway through Serbia are being considered, which are reconstruction and modernization of the existing and construction of an entirely new system. No matter which one is chosen, there will be work on two branch lines, one towards Budapest and the other towards Thessaloniki, which must pass through Macedonia.

Intensive Reconstruction of Skopje Railway Station Under Way


Skopje's railway station is expected to receive a new look in three months, as the reconstruction work on the building intensified. Once the symbol of the capital, it is now turned into a major construction site, Telegraf.mk has learnt.


As workers focused on their job, performing their duties, the supervisors from Macedonian Railway Infrastructure enterprise are carefully making sure the work is completed by May, when the official opening of the station is planned to take place. For the time being, around 40% of the work is completed, including the internal space of the station and the platforms.


At the moment, the steel construction of the elevators that will lead directly to the platforms is being placed, and also the toilets, the escalators, the entrances for handicapped persons, the waiting rooms and the ticket office. The financial means for the realization of this project amount to EUR 2.5 million, as 85% of them are provided through the EU's IPA funds.




To improve the energy efficiency of the train station, a photovoltaic system is to be placed on the platforms of the building. The solar panels will produce electric energy for the needs of the facility.


Reconstruction work on the roof construction is not envisaged in this project. It will only see a refurbishing of the existing steel construction. At the initiative of the Minister of Transport and Communication, the executors of the work were asked to prepare a project on the reconstruction of the rooftop and determine the costs of such an endeavor, MR Infrastructure says.


The railway station in Skopje was put to use 33 years ago and then it represented the most modern traffic center not only in Macedonia, but also in the Balkans. The station, which saw 70 trains and around 7,000 passengers daily, with its specific look and layout was the peak of architecture then.


The current condition is far from what it used to be. There is no longer a jam of passengers despite the fact that the railway transportation is the cheapest one in the country. Only a few trains arrive daily, and the biggest congestion occurs in days when free lines are offered to retired people and students.


The second stage of the reconstruction project entails work on the railway stations located along the Corridor 10 that are also in a very bad condition.


At the same time with the mega project on the Macedonian railroad system, the provision of several passenger trains from China is also ongoing. They will be completely air-conditioned, equipped with vacuum toilets, energy efficient and will satisfy all safety standards, as well as the standards on transportation of people with limited mobility.

In four years the trip to Ohrid, as reported by the Telegraph, will be real pleasure. The construction of the highway from Kichevo to Ohrid is in full swing, and the team of Telegraf.mk was able to ensure during the visit to the village Izvor. Everywhere can be seen construction workers and huge machinery. You can hear Macedonian, English and Chinese language, the highway is built by the Chinese “Synohidro Corporation Limited”.
In construction, under the contract, as subcontractors participate Macedonian workers from companies “Granit”, “TRANSMET” and “Ilinden”. At Izvor are built prefabricated buildings, that houses workers who work continuously during the weekend, but the work is not interrupted even by the snow keeps falling in the past few days in the western region.

Under the project, the new highway will start in Kichevo, near the railway station, through Podvis, Preseka, Pesochani and will reach Trebenishta, where should share the road to Struga. Thus through Podmolje is connected with Ohrid. End of highway long 57 kilometers will be at the intersection where the road splits for Bitola and enter the city.
There will be two lanes on both sides and additional lanes to stop in the middle of the green belt and the route will have six overpasses and 13 underpasses. According to the contractor, this is the most complicated infrastructure investment in the last 50 years, which is following all European safety standards.



Traveling to Ohrid will be shorter for at least half hour. It would mean lot to the development of tourism in Ohrid and Struga region and promotion of Macedonia as an attractive tourist destination.
The total investment costs about 411 million euro, and the funds are provided by loan from the Chinese Exim Bank. The deadline for the construction is 45 months.
