MATTHEW RYCROFT (UnitedKingdom), presenting the draft resolution on behalf of France and theUnited States, described the events of 4 April as “the worst of humanacts”, saying that the suffering of the victims demanded that the Councilact. The text condemned those events, expressed the Council’s support forthe Fact-Finding Mission and the Joint Investigative Mechanism, emphasized the need for full access to relevant sites and recalled Syria’s obligation to cooperate. It was the minimum required response from the Council, he said,urging all members to vote in favour.
VLADIMIR K. SAFRONKOV (RussianFederation) said that, in the course of negotiations between his country’sForeign Minister the Secretary of State of the United States, the RussianFederation had suggested a joint communication asking the OPCW Director-Generalimmediately to put together an international mission to visit Khan Shaykhun andthe Shayrat air base. The Secretary of State was considering thatproposal, he said, adding that the whole gamut of issues would be discussed byOPCW on 13 April at The Hague. Putting the draft to a vote would serve nouseful purpose, he emphasized.
Following a vote of 10 in favour to 2 against (Bolivia, RussianFederation), with 3 abstentions (China, Ethiopia, Kazakhstan), the draft resolutionwas rejected after the Russian Federation cast a negative vote.
