Fire scorches Mali I Thate
Korce - Twelve hectares of forest and shrubs have been burnt down because of a fire occurred last night in Mali I Thate, which is high 220 meters and it divides lakes of Prespa and Ohrid.Forces of forestry police fought with the flames all night to extinguish the fire. The fire was localised early Tuesday’s morning and then after fighting all day long the flames were put under control. It is suspected that the fire might has been activated by some shepherds who through burning woods and shrubs try to gain more pastures for their livestock, whose number is increasing in villages in the foot of this mountain. There are three communes surrounding this mountain; Vreshtas commune, Pojan commune and Liqenas commune. None of these institutions set in motion to help the Forestry Enterprise in extinguishing the fire, even though their inhabitants are the ones to exploit this mountain, like for fire-wood as well as for their livestock. This is the eighth fire that occurred during this summertime in forests and pastures around Korca district, where 6 of them occurred on Vithkuq commune about 25 km from Korca town and two in Liqenas. In none of the cases, the author of these fires was arrested. So besides the timber poachers, the forest has also to confront fire-starters fighting to exhaust forest surfaces in Korca district.

Durres Suffers from Unemployment

Over the past period of several years, the city of Durres has suffered from a great crisis in the employment sector, which has deteriorated further in the last three months. According to the official statistics, there are 21,650 unemployed in Durres, and only in the period June-August of this year, additional 1,700 men and women have lost their jobs due to the closing of several companies.

“In spite of our regular checks and controls, a number of private companies seem committed to downsize their labour force, since the post-election crisis affected greatly their finances, which reflected on the social problems such as the unemployment rates”, says a source with the National Labour Inspectorate.

The Ministry of Labour and Social Affairs has implemented only eight projects in 2004 and the first half of 2005, designed to assist the seasonal employment of about 460 persons.

There has been an evident trend with the private employers, but also with some state institutions and public enterprises to lay-off young employees and replace them with already retired workers, who already receive pensions. Also, a number of people of retirement age still work, while hundreds of young teachers, engineers and other professionals wait at the Employment Bureau.

According to sources in the Regional Employment Bureau, over 90 percent of the active labour force, most of them people that migrated to Durres from other parts of Albania, remain unemployed, or work on the black market. On the other hand, the employers say that the unfair competition, high taxes and bribes forces them to downsize or fully close their operations, especially during the last couple of months.

Rrezikojmë të mbetemi pa drita, pikërisht në vitin më të mbarë të prodhimit. Drejtori i përgjithshëm i KESH-it, Fatmir Hoxha, deklaroi dje në një konferencë shtypi se korporata ka qenë e detyruar të fillojë ndërprerjet e planifikuara të energjisë elektrike, nga dy orë në ditë për kryeqytetin, në katër për qytete të tjera të mëdha, për të kaluar në periudha edhe më të gjata për rrethe të vogla, që arkëtojnë pak për energjinë e harxhuar.
Gjashtëmujori i parë i këtij viti ka njohur prodhimin më të madh të shumë vjetëve të fundit, theksoi drejtori Hoxha, i cili, gjithashtu, vuri në dukje se Shqipëria nuk është në gjendje të plotësojë kërkesat e veta vetëm me prodhimin vendas. Por, importi, që deri tani ka qenë në shifrën zero, por që do të bëhet i domosdoshëm shumë shpejt, nuk mund të realizohet, përderisa të gjitha tenderat për blerjen e energjisë nga jashtë kanë dështuar për mungesë ofertash, tha ai. Energjia është diçka jetike dhe nuk mund të trajtohet në mënyrën klasike, si gjithë makkrat e tjerë, tha ai, duke kërkuar, në emër të korporatës, ndryshimin e ajteve ligjore e nënligjore për prokurimet publike, në mënyrë që të mos dështojë edhe tenderi i ardhshëm i hapur ndërkombëtar, që është njoftuar se do të zhvillohet më 12 tetor. Në të katër procedurat e mëparshme, është paraqitur një numër i pamjaftueshëm konkurrentësh, duke e bërë të pamundur realizimin e kompeticionit, të parashikuar me ligj. Herën e fundit, për tenderin 27-milionë eurosh paraqitën interes kompanitë Energy Financing Team (EFT)-Zvicër, EGL Albania sh.a. (degë e EGL-Zvicër), PAZARLAMA SANAYI TICARET A.S. - Turqi dhe MONTMONTAZA - Kroaci. Prej tyre, tërhoqën dokumentat e tenderit EFT, EGL Albania dhe PAZARLAMA. Vetëm EFT paraqiti ofertë, gjë që detyroi komisionin e tenderit të anullonte përsëri tenderin.
Nga ana tjetër, drejtori i KESH-it pranoi se edhe hedhja në erë e shtyllës së tensionit të lartë që lidh Fierzën me Prizrenin solli pasoja, duke penguar tërheqjen nga pala shqiptare të sasisë së konservuar në Kosovë. Kjo sasi ka filluar tani të merret, por është krejtësisht e pamjaftueshme dhe, në mungesë të importit, niveli i ujit në hidrocentralet e vendit do të bjerë në mënyrë drastike, theksoi ai.
Drejtori Hoxha paralajmëroi se po krijohet një situatë shumë negative nga papërshtatshmëria absurde që ka legjislacioni ynë i prokurimit publik, të cilin KESH është i detyruar ta zbatojë, me transaksionet për blerjen e energjisë elektrike, që, megjithëse dihet prej vitesh, nuk është korrigjuar asnjëherë nga organet kompetente.
