Das Auseinanderbrechen Jugoslawiens wird in der Regel überwiegend mit den Namen Tudman, Macek, Izetbegovic und insbesondere Milosevic in Verbindung gebracht. Die Rolle des Auslandes, insbesondere der USA, wird meist wenig beachtet.
Am Anfang der Zerschlagung Jugoslawiens stand ein amerikanisches Gesetz
Ein Jahr vor dem Auseinanderbrechen der Sozialistischen Föderativen Republik Jugoslawien, am 5. November 1990, verabschiedete der amerikanische Kongress das «Foreign Operations Appropriations Law 10l-513» (Gesetz über die Bewilligung von Mitteln an das Ausland) für 1991. Dieses Gesetz war ein unterzeichnetes Todesurteil. Insbesondere eine der darin enthaltenen Vorschriften war so verheerend, dass selbst in einem drei Wochen später in der «New York Times» vom 27. November 1990 zitierten CIA-Bericht vorausgesagt wurde, dass diese Klausel einen blutigen Bürgerkrieg auslösen würde. In einem Artikel des Gesetzes 101-513 wurde völlig unvermittelt und ohne jede Vorwarnung festgelegt, dass die USA binnen sechs Monaten Jugoslawien jegliche Unterstützung entziehen, die Handelsbeziehungen abbrechen sowie alle Kredite und Darlehen streichen würden. Ferner enthielt dieser Abschnitt die Forderung, in jeder der sechs jugoslawischen Teilrepubliken müssten separate Wahlen durchgeführt werden, wobei die Wahlverfahren und -ergebnisse vom US-Aussenministerium zu genehmigen seien, erst nach Erfüllung dieser Bedingung wollte man den einzelnen Republiken wieder Finanzhilfe gewähren. Des weiteren verpflichtete dieses Gesetz die amerikanischen Angestellten aller internationalen Finanzinstitutionen, zum Beispiel der Weltbank und des Internationalen Währungsfonds, diese Politik, das heisst die Streichung sämtlicher Kredite und Darlehen, durchzusetzen. Das Gesetz enthielt eine abschliessende Bestimmung, wonach ausschliesslich solche Kräfte, die laut Definition des US-Aussenministeriums als «demokratisch» anzusehen waren, Finanzhilfen erhalten sollten. In der Praxis bedeutete dies den Zustrom von Geldern an kleine rechtsgerichtete, nationalistische Parteien in einem Lande, das wirtschaftlich erdrosselt wurde und sich durch den vollständigen Entzug der finanziellen Unterstützung plötzlich in einer tiefen Krise befand. Die Auswirkungen waren, wie zu erwarten, verheerend. Das Gesetz stürzte die jugoslawische Bundesregierung in den Untergang. Sie war nicht in der Lage, die immens hohen Zinsen für ihre Auslandsverschuldung zu zahlen oder auch nur den Kauf der für die Industrie benötigten Rohmaterialien zu bewerkstelligen. Es kam zum finanziellen Zusammenbruch und zu gegenseitigen Schuldzuweisungen auf allen Seiten.

Es geht mir in diesem Thread nicht darum abzuwägen wessen nationalistische Politik die gewichtigere gewesen ist, oder darum ob eine davon berechtigt war und die andere nicht. Es geht lediglich darum aufzuzeigen das es seitens des Auslandes, insbesondere der USA !, ein Interesse am Auseinanderbrechen YUs gab und eine wichtige Voraussetzung hierzu geschaffen wurde:

Erst nach Erfüllung dieser Bedingung, wolle man den
einzelnen Republiken wieder Finanzhilfe gewähren.
Selbst Zbigniew Brzezinski, ein polnisch-stämmiger, amerikanischer Politikwissenschaftler und Geostratege, ehem. Berater im weissen Haus, warnte damals davor, das die US-Politik zu einem blutigen Bürgerkrieg in Jugosawien führen würde.

NATO’s Reign of Terror in Kosovo

The following text was written in the immediate wake of the 1999 NATO bombings of Yugoslavia and the invasion of Kosovo by NATO troops.
It is now well established that the war was waged on a fabricated humanitarian pretext and that extensive war crimes were committed by NATO and the US.
In a bitter irony, the so-called International Criminal Tribunal for the former Yugoslavia (ICTY) in The Hague is controlled by those who have committed extensive war crimes. It was not President Milosevic, who was poisoned in his prison cell, but NATO who started the war in Yugoslavia.
According to Nuremberg jurisprudence, the ultimate war crime consists in starting a war. According to William Rockler, former prosecutor of the Nuremberg War Crimes Tribunal:
„The [1999] bombing war violates and shreds the basic provisions of the United Nations Charter and other conventions and treaties; the attack on Yugoslavia constitutes the most brazen international aggression since the Nazis attacked Poland to prevent „Polish atrocities“ against Germans. The United States has discarded pretensions to international legality and decency, and embarked on a course of raw imperialism run amok.“
According to Nuremberg jurisprudence, NATO heads of State and heads of government are responsible for the supreme crime: „the crime against peace.“
Reagan’s NSDD 133 (1984) „Secret and Sensitive“

The decsion to destroy Yugoslavia as a country and carve it up into a number of small proxy states was taken by the Reagan adminstration in the early 1980s.
A „Secret Sensitive“ National Security Decision Directive (NSDD 133) entitled „US Policy towards Yugoslavia.“ (Declassified) set the foreign policy framework for the destabilization of Yugoslavia’s model of market socialism and the establishment of a US sphere of influence in Southeastern Europe.
Yugoslavia was in many regards „an economic success story“. In the two decades before 1980, annual gross domestic product (GDP) growth averaged 6.1 percent, medical care was free, the rate of literacy was 91 percent, and life expectancy was 72 years.
While NSDD 133 was in itself a somewhat innocous document, it provided legitimacy to the free market reforms. A series of covert intelligence operations were implemented, which consisted in creating and supporting secessionist paramilitary armies, first in Bosnia then in Kosovo.
These covert operations were combined with the destabilization of the Yugoslav economy. The application of strong economic medicine under the helm of the IMF and the World Bank ultimately led to the destruction of Yugoslavia’s industrial base, the demise of the workers‘ cooperative and the dramatic impoverishment of its population.
Kosovo „Independence“
The record of US-NATO war crimes is important in assessing recent developments in Kosovo.
From the outset of their respective mandates in June 1999, both NATO and the UN Mission to Kosovo (UNMIK) have actively supported the KLA, which has committed numerous atrocities.
It is important to understand that these atrocities were ordered by the current and former prime ministers of the Kosovo „government“.
Since 1999, State terrorism in Kosovo has become an integral part of NATO’s design. The present government of prime minister Hashim Thaci (a former KLA Commander), is an outgrowth of this reign of terror. It is not a government in the common sense of the word. It remains a terrorist organization linked to organised crime. It is instrument of the foreign occupation.

TORONTO, September 01, 2002 – The Centre for Peace in the Balkans responded to recent media information suggesting that a sister-city relationship may be considered between New York City and Srebrenica.

Very influential circles in Bosnia and Herzegovina have recently initiated a plan to make Srebrenica the sister town of New York City in order to establish a symbolic link based on their perception of tragedy in face of terror. However, their suggested similarities are unfounded. Their plans are opportunistic attempts to propagate false information. Consider the following:
* Sheik Omar Abdel Rahman (the convicted mastermind behind the 1993 World Trade Center bombing) was connected to the TWRA, a phony relief agency. Alija Izetbegovic, the President of Bosnia, provided a guarantee for Elfatih Hassanein (head of the TWRA and a personal friend of Izetbegovic) to open an account for the TWRA in Die Erste Österreich Bank in Vienna, Austria in 1993.
* Mohammed Haydar Zammar, the man who recruited key 9-11 hijacker, Mohammad Atta, to the Al-Qaeda network, based his terrorist activities in Bosnia . Zammar also brought two of Atta’s lieutenants into the Al-Qaeda network, namely Ramzi Binalshibh and Said Bahaji.
* Osama Bin Laden was given a Bosnian passport at the Bosnian Embassy in Vienna, Austria . Many other terrorists connected to the Al-Qaeda network also received blank Bosnian passports that enabled them to further propagate their illicit activities.
* Abu el Maali (Abdelkader Mokhtari), a senior representative of Al-Qaida, was based in Bosnia until recently. Just a few years ago, a US official called him a junior Osama Bin Laden.
* Bensayah Belkacem was arrested in October 2001 in Bosnia . Numbers stored in his mobile phone link him to at least one of Bin Laden’s top lieutenants.
The involvement of Al-Quaeda in radical Islamic activities and events in Bosnia is however, frequently mentioned in the media and US government reports. Unfortunately, it is also frequently overlooked.
New Yorkers and other victims of Osama Bin Laden’s terrorist attack were civilians and were not connected to a terrorist network in any way.
Proclaiming New York City and Srebrenica sister towns misrepresents the basis for forging such an important and symbolic relationship. Implying that the terror suffered by 9-11 victims in New York is similar to civil war suffering in Srebrenica is factually wrong. As such, a sister-city relationship between New York City and Srebrenica should not be established since it would be an insult to the memory of 9-11 victims.
