Albania, Germany sign 1.5 million euros agreement for water supply in rural areas


Albania and Germany signed a 1.5 million euros agreement to finance the second phase of the Water Supply in Rural Areas Project, the Albanian Ministry of Finance reported.

The aim of this project is the rehabilitation and construction of drinking water and sewerage systems in rural areas in the north of Albania, enabling the supply of sufficient clean water to villages at affordable costs, which will significantly affect the improvement of living conditions of their residents.

The project is a continuation of the first phase amounting to 8.5 million euros financed by the German Government through German Bank for Development (KfW) and implemented by Albanian Fund for Development (ADF).

The agreement was signed by the Albanian Minister of Finance, Ridvan Bode, and the Ambassador of the Federal Republic of Germany, Bernd Borchardt.

Albania destroys old munitions

More than 8,000 tonnes of old munitions that don't meet NATO standards have been destroyed this year, Defence Minister Arben Imami was quoted as saying on Sunday (July 11th). The dismantling was done by special teams at several secured locations in the country. Imami estimates Albania still has around 90,000 tonnes of such munitions. The dismantling process should be completed by 2013 and is expected to cost around 35m euros, which will be secured mainly through donations

Prangoset për korrupsion drejtori i Burgut të Rrogozhinës

Tiranë – Tre zyrtarë të Burgut të Rrogozhinës me në krye drejtorin, janë vënë në pranga me akuzën e “korrupsionit” dhe “shpërdorimit të detyrës”.


Ndaj drejtori të burgut, Pajtim Murrja dhe dy specialistëve të edukimit punonjës të këtij burgu, Denis Tosku dhe Ismail Cumani, u dha një masë arresti nga Gjykata e rrethit Gjyqësor Kavajë, ndërkohë që një person i katër është shpallur në kërkim.

"Të arrestuarit në bashkëpunim me njëri -tjetrin kanë arritur të përfitojnë shuma parash në këmbim të favoreve të jashtëligjshme për disa të dënuar. Nga përgjimet dhe vëzhgimet e ambienteve është arritur të provohet korrupsioni dhe shpërdorimi i detyrës së këtyre zyrtarëve ", thuhet në një deklaratë të Prokurorisë së Përgjithshme.

Hetimet kishin nisur disa muaj më parë, në mars 2010, nga Task –Forcë në Prokurorinë e Rrethit Gjyqësor Durrës, ndërsa procedimi penal u regjistrua mbi bazën e referimit të Shërbimit të Kontrollit të Brendshëm të Ministrisë së Drejtësisë.

Sipas organit qendror të akuzës, tre zyrtarët e Burgut të Rrogozhinës në bashkëpunim kanë favorizuar të dënuarit në dhënien e lejeve shpërblyese dhe atyre të veçanta në kundërshtim me ligjin, kundrejt ryshfetit. Një person i jashtëm i cili luante rolin e sekserit.

“Ndërmjetësi shtetasi Fatos Gosa me pronësi një lokal në Peqin arrinte të krijonte lidhjet në këtë ambient, mes të afërmve të burgosurve me zyrtarët (edukatorët) dhe drejtuesin e Burgut te Rrogozhinës për përfitime lejesh me kusht”, zbuluan hetimet.

Fatos Gosa është shpallur person në kërkim pasi ishte larguar nga banesa e tij. Prokuroria vazhdon hetimet për zbardhjen e gjithë skemës së kësaj veprimtarie.

Narta, Tourist City Plan Approved

The Council of Property Regulation of the Vlora district has approved the design of a new project. On a 315 Ha parcel, a residential area and tourist complex, consisting of apartments, villas, golf course, marina, as well as luxury hotels, will be built. The parcel is located in Narta village, about 7 km northwest of Vlora, with an American – Albanian company, expected to lead the project. The Council of Property Regulation of the Vlora district has recently approved recently for transforming this property into a tourist/residential area. This approval will be followed by the development of a detailed project plan that has to be submitted within 1 month to continue with legal procedures and the next steps of the approval process, before actual construction can begin. Expected investment in the Narta shore has been specified in a meeting of KKRT of the district for outside developers in this area, in accordance with current standards of construction and tourism in Albania.

Bolles+Wilson: Master Plan of Korça’s City Center

On Thursday 16 July the mayor and international jury pronounced BOLLES+WILSON winner of the competition for the new Korça City Centre Masterplan. The international two-stage competition was decided in favour of the Münster based office for its concept of ‘Scenograpic Urbanism’, a choreographing of new buildings and public spaces which pays close attention to the existing grains and potentials of this small but spatially complex city.

Surrounded by dramatic mountains and a wide arcadian valley Korça focuses a region of 360,000 inhabitants. Its urbane morphology reflects the wealth and ambitions of returning emigrants as well as historically strong trade relations with central Europe. Many Novecento and Art Nouveau villas are now restored, many are still crumbling. The aim of the competition was to find a clear concept, which integrates a traffic and pedestrian rational with the qualitative and development needs of the city – a commercial strategy, administrative facilities and residential development. The competition brief also emphasised that the scale of the new Korça should be respectful and appropriate to the historic scale.

BOLLES+WILSON identified five zones for the revitalisation of the 197,000 sqm city centre. Each zone possessing its own unique character, together they add up to a network of urbane public spaces. At one end of the centre the Cathedral of ‘Christ’s Reincarnation’ anchors, at the other end a Commercial Anchor is added. These are connected by the Boulevard Shën Gjergji – now transformed into a ‘Cultural Promenade’. Reduction in expansive communist road widths allows an extension of the Cathedral Square. This square is planned three steps above the street and framed by café pergolas, an optical filter between traffic and event space. A large stage left of the cathedral and a smaller stage to the right facilitate a wide variety of events. Curved paving stripes echo the Cathedral geometry and serve to discipline market stands.

New figure on the Korça skyline and counterpoint to the Cathedral, a ‘Vertical Mall’ occupies and marshals the parade-ground scaled Theatre Square. A new commercial strip extends from here to the Bazaar via new shopping/housing blocks and a new Bus Station Roof – a Farmers-market platform. This – the second of the five zones – creates a new commercial hub in downtown Korça.

The third zone is rescripted as a ‘Cultural promenade’, a semi-pedestrian connection between Cathedral and downtown Mall. Here a number of significant buildings such as the ‘Education Museum’ are extended out into the tree-lined, shady and café-filled Promenade as a carpet-like patterned paving, a choreographed sequence of ‘Patterned Squares – Urban Living Rooms’. ́ The fourth zone revitalises a villa zone with carefully placed new development. In order not to overwhelm the delicate historic scale of Korça a ‘Patchwork Strategy’ is invented – new buildings are paired with restored existing villas to form ‘Development Islands’ (shared economic benefit) and thereby create a network of active block-internal passages.

The final zone of the Masterplan is the ‘Enlarged Park’ (‘green heart’). Here a new triangular- block frames the park edge and by the sale of public land for private development finances the upgrading of the park itself. An ‘Active Edge’ mediates between park and surrounding city – Prismic Pavilions on wooden decks attracting cafes and individual user groups such as Youth Club, Kindergarten, Kadare Literature Club etc.

This extensive spectrum of solutions filled out in visual vignettes and disciplined by precise plan geometries was chosen by the jury as the template for Korcas future. By December 2009 it will be developed, validated and legalised, a procedure familiar to BOLLES+WILSON from their Masterplans for Monteluce-Perugia, Emmcentrum-Amersfoort and Christiansburg-Copenhagen

EBRD interested in expanding investments in Albania

The European Bank for Reconstruction and Development (EBRD) has expressed its interest to increase the number of investments in Albania, the local media Albanian Daily News reported.

The EBRD Managing Director for Central and South Eastern Europe Peter Reiniger held a meeting with the Albanian Speaker Jozefina Topalli in Tirana on Tuesday during which he introduced the new EBRD Director for Albania, Fabio Serra.

Reiniger praised the favorable economic climate in Albania as well as the contribution of the Parliament in this frame. He said that the Parliament had had a very important role in the consideration and adoption of a very good legal framework in the interest of the business sector.

The new EBRD Director for Albania said that the country had experienced a noticeable transformation in a short period of time, Albania being the country which had experienced the higher transformation in the entire region.

Topalli thanked the EBRD for the very good cooperation with Albania and pointed out that the Parliament was very interested in the intensification of the dialogue and cooperation with the EBRD.

Bode: Opozita kërkon të nxijë arritjet e qeverisë

Ministri i Financave, Ridvan Bode deklaroi sot gjatë një konference për shtyp, se bilanci tregtar i Shqipërisë ka shënuar një përmirësim dhe janë rritur investimet e huaja.


Të pranishëm në konferencë ishin edhe guvernatori i Bankës së Shqipërisë, Ardin Fullani dhe përfaqësuesi i FMN-së në vendin tonë, Irvin Bell.

"Kemi bashkëpunuar me Bankën e Shqipërisë për koordinimin e politikave fiskale. Do të vazhdojmë bashkëpunimin me FMN-në në interes të ekonomisë së vendit”, deklaroi ministri Bode, duke shtuar se opozita po abuzon me shifrat ekonomike dhe kërkon të nxijë cdo arritje të qeverisë dhe të Shqipërisë.

Ndërkohë, guvernatori Fullani u shpreh se zhvillimet ekonomike të muajve të fundit përmbajnë sinjale inkurajuese.

Ludford: Vizat, në dorën e vetë Shqipërisë

Rezoluta e hartuar nga raportuesja për liberalizimin e vizave, Tanja Fajon, pritet të diskutohet dhe do të votohet edhe në komitetin e jashtëm të Parlamentit Evropian.


Raportuesja në komitetin e jashtëm, Sarah Ludford deklaroi për një nga televizionet e Tiranës, se liberalizimi i vizave do të varet tërësisht nga qeveria shqiptare.

“Duke supozuar se vendimi do të jetë pozitiv, ne mund të vijojmë me ngadalë procedurën në Parlamenti Evropian. Gjithcka mbetet tek Këshilli i 27 vendeve anëtare. Nëse vendimi shtyhet, do të ishte një cështje politike”, ka pohuar Ludford.

Ajo thekson se heqja e vizave është një përgjegjësi ekskluzive e qeverisë së Tiranës.

“Raporti do bëhet në shtator dhe nëse do jenë përmbushur reformat, do ketë raport pozitiv. Ndryshe qytetarët e Shqipërisë dhe Bosnjes do lihen në baltë. Ne si eurodeputetë nuk mund të bëjmë reforma në vendin e tyre”, ka nënvizuar Ludford.

Baronesha kujton se vitin e kaluar vendimi nuk mund të merrej, pasi Shqipëria dhe Bosnja nuk kishin përmbushur kriteret. Progresi nga këto dy vende, sipas saj, u arrit vetëm vitin e fundit.
